5 months of war: the results of the work of the NACP
From the first days of the full-scale Russian  invasion, we all stand together. We are all working as one coordinated mechanism for victory, everyone at his own place. Since the beginning of the war, the National Agency on Corruption Prevention (NACP) has reoriented its work provide the most effective support for our soldiers and an additional weapon for our law enforcement officers and diplomats. We have already implemented many new projects and tasks, here some of the key ones: Sanctions, search for assets of sanctioned persons and foreigners in the management of Russian companies, foreign companies that continue to work in Russia and finance the war.
  • The NACP has identified 18,200 individuals and 4,000 legal entities which are involved in aggression against Ukraine, as candidates for the imposition of international sanctions. The NACP sent relevant proposals to the Ministry of Foreign Affairs of Ukraine, the Office of the Prosecutor General, the Security Service of Ukraine, as well as diplomats in the USA, EU, Great Britain, Canada and other countries of the sanctions coalition.
The role of NACP in the identification of candidates for sanctions is provided in the Individual Sanctions Roadmap developed within the international Yermak-McFaul Expert Group on Russian Sanctions. 
  • Together with the Ministry of Foreign Affairs, the "War & Sanctions" portal was created - the main database of sanctions imposed due to Russia's attack on Ukraine: https://sanctions.nazk.gov.ua/.
  • Thanks to the portal, 296 reports were received about the assets of persons involved in the aggression of the Russian Federation.
  • 300 Russian companies were analyzed, and more than 400 foreigners from 47 countries were identified as members of their management bodies (CEOs, supervisory boards). Most of them are from Great Britain, USA, Germany, France, Austria and Italy. As of 07/21/2022, they employ 188 foreigners. 
  • Since the beginning of work on the project, the NACP, as the body responsible for ethics, has sent 210 letters to the specified persons, recruiting companies and other places of their work to stop their work for the aggressor. 129 – for recruitment agencies;  58 – to other places of work of foreigners (except Russian companies);  23 – on professional organizations, trade unions, as well as associations of directors.
Search for collaborators.
  • At the request of Security Service of Ukraine, the NACP identified more than 1,500 collaborators, including deputies of local councils.  About 3,000 messages about potential collaborators sent to stopzrada@nazk.gov.ua have been processed.
Humanitarian aid.
  • The NACP employees created the Headquarters of Humanitarian Aid at the NACP (Headquarters UA). The headquarters delivered more than 250 tons of humanitarian aid to the following cities: Kyiv, Kharkiv, Sumy, Chernihiv, Kryvyi Rih, Kramatorsk, Ivano-Frankivsk, Zaporizhzhia, Mykolaiv.
  • The headquarters provided assistance to defenders fighting in the Donetsk, Dnipropetrovsk, Zaporizhzhia, Luhansk, Kherson, Kharkiv, Sumy regions. Military equipment was purchased and handed over to them.
  • Also, from the Headquarters UA, our soldiers in the Donetsk and Kharkiv regions received technical equipment and more than 200 units of necessary things  in the form of first-aid kits and other.
 Anti-corruption policy.
  • On June 20, the Verkhovna Rada (the Parliament of Ukraine) adopted the Anti-Corruption Strategy until 2025. Therefore, the NACP started the development of a state program for its implementation, which will define clear KPIs for the authorities to overcome corruption and turn Ukraine into a European country that meets the standards for an EU member with accountable government, the rule of law and stable democracy. Anti-corruption policy will become part of all types of policies in the process of gaining EU membership and recovery of Ukraine after the war.
  • The NACP, the EU Anti-Corruption Initiative (EUACI) and the InfoSapiens company presented the results of the sociological survey "Corruption in Ukraine 2021: understanding, perception, prevalence" in the context of post-war state reconstruction.
Corruption prevention.
  • 1189 monitoring of corruption risks in draft laws and acts of the Government, 16 anti-corruption expertises of these projects were conducted.
  • 12 corruption risks were identified in the processes of the admission campaign to higher education institutions in 2022, about 30 measures of influence on the corruption risks of the admission campaign were offered to higher education institutions.  10 higher education institutions became pilots in the implementation of corruption risk minimization tools.
Legislation and European integration.
  • During April - May 2022, the NACP filled in the questions that were within its competence in two parts of the European Commission Questionnaire in order to form a conclusion on granting the status of a candidate for EU membership.
  • Representatives of the NACP took part in the development of the section "Anti-corruption policy" in the Recovery Plan of Ukraine within the framework of the working group on anti-corruption policy, created under the National Council for the Recovery of Ukraine
Educational activities and ensuring zero tolerance for corruption.
  • The Ukraine NOW. Vision of the future project was created. Ukrainian society should do the work on mistakes and forever abandon the practices that led to the start of the war in 2014 and the continuation of its hot phase from February 24. In particular, from tolerating corruption as a instrument of solving problems. In the future, refuse the habit of imitating integrity on the part of both the government, business and citizens;  simulate the payment of taxes by businesses and citizens.
  • Abandon the idea that everything will be decided by the state, as a remnant of Soviet-era paternalism. Take responsibility for the country and play an active role in all local and state processes, as now during the war. Finally, the project should form platforms for interaction in 100 areas based on the principles of "never again" and the principles of the new post-war social contract.
  • Within the scope of the project, the website of the "Ukraine.NOW Vision of the Future" project - https://vision.nazk.gov.ua, where 18 video interviews and 7 streams with leaders of public opinion were published.  More than 150,000 people watched the videos.
  • Together with the Center for countering disinformation at the National Security and Defense Council of Ukraine, 7 episodes of the cartoon "Integrity Online" were created.  More than 47,000 viewers watched them.
