NACP New Executive Team Sets Its Work Priorities

Olexandr Novikov, Head of the National Agency on Corruption Prevention (NACP), appointed NACP’s new executive team. All the representatives of the new management have experience of conducting successful anti-corruption projects and developing effective methods for corruption prevention.

NACP Deputy Chairman Ivan Presniakov participated in the development of key anti-corruption laws such as "On Prevention of Corruption" and "On the National Anti-Corruption Bureau of Ukraine". During the reboot phase, the Agency has ensured the process of renewing NACP cooperation with NGOs and international partners. As a Deputy Head, Presniakov plans to ensure the development of the Anti-Corruption Strategy and to provide anti-corruption training to the subjects of the Law on Prevention of Corruption.

NACP Deputy Chairman Roman Sukhostavets participated in the judicial reform as a representative of the Public Council of Integrity. During the first month of his work at NACP, he ensured the elaboration of the Clarifications on filling in the declarations and prepared for the materials on the revealed signs of false declaration for 874.7 million UAH for the transfer to the National Anti-Corruption Bureau of Ukraine, State Bureau of Investigations and National Police of Ukraine. Among the priorities of Roman Sukhostavets are the improvement of the system of logical and arithmetic control of declarations. This measure will help to improve the process of detecting and preventing large-scale corruption crimes.

The Head of the Department for the Prevention of Political Corruption, Hanna Chornutka, is known for conducting resonant internal audits for state-owned enterprises, after which law enforcement agencies initiated a series of proceedings. As Head of the NAPC department, she proposed a specific mechanism for simplifying the financial reporting of political parties, followed by the transition for submission to the Unified State Register of Political Parties' Reports. This will increase the effectiveness of public monitoring, the transparency of party funding and the efficiency of public control in this area.

Dmytro Kalmykov, Head of the Department for Coordination of Anti-Corruption Policy, is a well-known expert in the development and implementation of anti-corruption policies. Kalmykov says that among his main tasks at his role is the establishment of effective work on the development, coordination, and monitoring of the implementation of anti-corruption policy, as well as comprehensive international cooperation in preventing and combating corruption.

"The primary task of the Department of Corruption Prevention and Detection is to strengthen cooperation with the whistleblowers and to introduce new approaches to detecting corruption risks," said the Head of the Department Serhii Derkach.

According to him, the other priority task of the Department is to develop a new methodology for conducting anti-corruption expertise. "This will allow to implement systemic measures in the field of corruption prevention", noted Derkach.

Advisor to the Head of NACP Kateryna Kaplyuk is a former investigative journalist at Ukrainska Pravda, Forbes Ukraine, Slidstvo.Info, and Radio Liberty. She takes part in NACP's activities related to the development of a lifestyle monitoring and training program for NACP staff. Kaplyuk is a laureate and a finalist of several investigative journalism competitions in Ukraine and Poland and participant of the YanukovychLeaks project.

Head of NACP Oleksandr Novikov also initiated the development of the Unit for Internal Control and Protection of NACP staff. The main task of the unit is to provide NAPC employees with the necessary tools for the effective and fair performance of their responsibilities.
