Anti-corruption expertise and legislative initiatives: NACP and MPs identify priority areas of cooperation

The priorities, challenges and expected results of the National Agency on Corruption Prevention (NAPC) were discussed by the NACP management and Members of Parliament during an offsite meeting of the Verkhovna Rada Committee on Anti-Corruption Policy (hereinafter - the Committee).

Committee Chairperson Anastasia Radina noted that this was the first offsite meeting of the parliamentary committee at the NACP. According to Ms. Radina, such meetings provide an opportunity to take an inventory of priorities, assess the progress of work and use of available resources, and most importantly, to delve into the work of the institution, form a common understanding of key areas of cooperation and expected measurable results. 

The heads of the NACP departments presented key results and informed about the focus of their activities in 2024. In particular, they discussed the implementation of the State Anti-Corruption Program for 2023-2025 (SACP) and the development of a new Anti-Corruption Strategy for 2026-2030, lifestyle monitoring, verification of a significant number of declarations using a risk-based approach, partial automation of filling out a draft declaration, special inspections, completion of the four-year reporting campaign for political parties and verification of the reports received, anti-corruption expertise, prevention and settlement of conflicts of interest, analysis of corruption risks in the public sector, and more. 

"Currently, the NACP is working on maximizing the automation of the processes of submitting and verifying e-declarations and reports of political parties. This will help simplify and speed up all processes for declarants, representatives of political parties, and NACP employees. After all, more than two million declarations have been submitted over three years. In addition, the NACP has received more than 22 thousand reports from political parties over four years. This is a unique situation when we have received such a large volume of documents, and we must process them in a timely manner without stopping other processes," said NACP Head Viktor Pavlushchyk. 

Yulia Kulikova, Head of the Department of Full audits of declarations, explained how the automated declaration verification system works and the risk-oriented approach to selecting and verifying declarations using logical and arithmetic control.

Committee Chair Anastasia Radina emphasized the need to strengthen cooperation between the Committee and the NACP on legislative initiatives (in particular, involving MPs in discussing draft laws at the stage of their development) and conducting anti-corruption expertise of draft laws. She also emphasized the importance of conducting awareness-raising activities on asset declarations for public officials. 

The MPs drew attention to the importance of cooperation to reduce corruption risks in the security and defense sector and the need to develop draft laws that minimize gaps in the most corrupt areas.

At one of the next meetings of the Committee, it is planned to consider the issue of verification of declarations submitted by servicemen serving in territorial recruitment and social support centers, as well as members of military medical commissions. 

As a reminder, the first meeting between NACP Head Viktor Pavlushchyk and MPs took place on April 10, 2024.
