Main functions of the
Directorate for material and technical support and operation:
1) carries out organizational measures for the preparation and holding of meetings, operational briefings, sessions of the National Agency’s Board, and other related events.
2) prepares draft orders of the National Agency within the Directorate’s competence, draft assignments of the Head of the National Agency and the Head of the Secretariat, as well as drafts of organizational and administrative documents.
3) participates in the preparation of draft orders of the National Agency developed by other structural units.
4) within its competence, ensures the execution of the National Agency’s orders and instructions of the Head of the National Agency and the Chief of Staff.
5) prepares a plan for the allocation of premises among structural units and submits it for approval to the Head of the Secretariat; organizes the placement of staff in the administrative building managed by the National Agency according to the approved plan.
6) maintains accounting, storage, issuance, and write-off of material assets and ensures control over their proper use.
7) participates in inventory checks of state-owned property (including real estate and material assets recorded on the National Agency’s balance sheet).
8) identifies the material and technical needs of the Agency’s structural units, prepares proposals for their procurement, distribution, and redistribution, and submits relevant proposals for inclusion in the draft expenditure estimate of the National Agency.
9) prepares and submits proposals in accordance with established procedures for budget requests to the draft State Budget of Ukraine for the following year under specific budget programs of the main spending unit.
10) ensures the preparation and compilation of the annual procurement plan for goods, works, and services financed from state funds.
11) prepares proposals on the effective use of property, organization of workspace, and maintenance of adjacent land plots.
12) prepares draft contracts for the procurement of goods, works, and services at the request of structural units initiating the procurement; coordinates them with relevant departments and submits them to the authorized procurement officers of the National Agency for inclusion in tender documentation.
13) organizes the signing of contracts for the procurement of goods, works, and services with the winners of procurement procedures and, in cases of non-electronic procurement, with business entities designated by the initiating structural units.
14) transfers signed contracts to the initiating structural units for the acceptance of goods, works, or services.
15) maintains electronic contract files in the document management system.
16) monitors compliance with contract deadlines. In case of delayed performance by the other party, organizes the transfer of materials to the Legal Directorate for claims and litigation to protect the property rights and interests of the National Agency.
17) supports the procurement process for goods, works, and services in accordance with the Law of Ukraine “On Public Procurement” to ensure the operation, equipment, and improvement of the National Agency’s material and technical base.
18) provides organizational and documentation support to authorized persons of the National Agency in carrying out procurement procedures in accordance with current legislation.
19) ensures the implementation and ongoing operation of the energy management system.
20) provides administrative and maintenance services for the National Agency, ensuring proper operation and sanitary and technical condition of its premises.
21) organizes technical inspections of the administrative building, determines the need for current or capital repairs, develops long-term and short-term plans (schedules) for various types of repair works and building maintenance measures, and submits them for approval.
22) organizes and supervises repair and reconstruction works of the administrative building under the National Agency’s management and accepts completed works.
23) organizes and controls the proper use of vehicles owned or used by the National Agency.
24) ensures compliance with legislation in the areas of occupational safety, civil protection, and fire and industrial safety.
