Main functions of the

Directorate for policy development in the field of corruption prevention:

1) provides methodological and organizational support for the implementation of the National Agency’s functions related to the development of draft Anti-Corruption Strategy and State Anti-Corruption Program, in particular: develops the toolkit (concept, structure, methodological recommendations, etc.) for conducting research in priority areas aimed at identifying the most common and economically harmful corruption practices and ways to minimize them through the implementation of sectoral reforms (hereinafter – research), and, when necessary, ensures its review for relevance and effectiveness; forms and coordinates the work of expert groups for conducting such research.

2) provides methodological and organizational support for conducting strategic analysis of corruption risks.

3) within its competence, provides methodological, organizational, and regulatory support for conducting anti-corruption expertise by the National Agency.

4) carries out regular analysis and summarization of the National Agency’s practice in conducting strategic analysis of corruption risks and anti-corruption expertise, develops proposals for their improvement, and contributes to resolving issues that arise during or as a result of the implementation of these functions.

5) ensures monitoring and evaluation of the results of the implementation of state anti-corruption policy in the areas within its competence, and, when necessary, prepares proposals for its continuation or adjustment.

6) participates in the preparation of the draft National Report on the effectiveness of the implementation of the state anti-corruption policy.

7) within its competence, participates in the periodic analysis of the quality of existing anti-corruption and related legislation, as well as in identifying key problems in the field of corruption prevention; studies and summarizes the practice of implementation of anti-corruption legislation and prepares proposals for its improvement.

8) within its competence, develops draft laws and other regulatory acts in the field of corruption prevention, as well as draft acts in other areas defined by the State Anti-Corruption Program, if the National Agency is designated as the lead developer of such drafts.

9) within its competence, ensures the preparation of conclusions (positions) of the National Agency regarding draft laws and draft regulatory acts developed by ministries and other state bodies related to the formation and implementation of state policy in the field of corruption prevention.

10) provides expert and analytical support for the negotiation process on Ukraine’s accession to the European Union in the area of anti-corruption policy.

11) monitors compliance with international obligations and recommendations within the negotiation process on Ukraine’s EU accession in the area of anti-corruption policy, and, within its competence, implements measures for the adaptation of Ukrainian legislation on the prevention and combating of corruption to EU law.

12) provides expert and analytical support and coordination for the implementation of the Istanbul Anti-Corruption Action Plan of the Anti-Corruption Network for Eastern Europe and Central Asia.

13) monitors compliance with recommendations provided under the Istanbul Anti-Corruption Action Plan of the Anti-Corruption Network for Eastern Europe and Central Asia.

14) participates in the expert and analytical support of the OECD Integrity and Anti-Corruption Policy Review.

15) performs other powers defined by legislation, including those related to the implementation of measures assigned to the National Agency under the State Anti-Corruption Program in the part concerning the development of state policy in the field of corruption prevention.
