Danish Immigration Service and the Danish Refugee Council study corruption risks associated with mobilization processes in Ukraine
The leadership of the National Agency on Corruption Prevention (NACP) met with representatives of the Danish Immigration Service and the Danish Refugee Council. The main topic of discussion was the procedure of mobilization in Ukraine and possible corruption risks associated with it, measures to avoid them, as well as improvement of legislation in this context. The partners were presented with the Action Plan for Eliminating Corruption Risks When Ukrainian Citizens Travel Outside Ukraine Under Martial Law (hereinafter the Plan), developed by the NACP while discussing the issue of eliminating corruption risks. The partners requested the Plan for review, as the Danish side is interested in combating corruption related to illegal border crossing, in particular, to avoid mobilization.  The implementation of the Plan makes it impossible to leave the country illegally and minimizes the risk of corruption schemes related to avoiding mobilization. A full list of the Plan's measures was submitted to the Danish Immigration Service. As a reminder, the NACP has repeatedly submitted a draft order to adopt the Plan to the Cabinet of Ministers of Ukraine. However, it was returned without explanation. The Government's ignoring of such an important issue does not contribute to building trust between the partner countries. During the meeting, the parties also discussed the measures taken by the NACP in the security and defense sectors. In particular, they discussed the Agency's involvement in the implementation of the adapted Annual National Program for NATO-Ukraine Cooperation as well as the identification of corruption risks in the functioning of military medical commissions. According to Vitaliy Bugas, Head of the Corruption Risk Department of the Corruption Risk Mitigation and Anti-Corruption Expertise Office, the implementation of the NACP recommendations will ensure that corruption practices and activities of the military medical commissions are incompatible, reduce the burden on law enforcement and judicial systems, and help protect the rights of persons liable for military service and servicemen. Upon completion of the study, its results will be published on the NACP website.
