
The National Agency on Corruption Prevention (NACP) has completed a full audit of the 2022 and 2023 declarations of the former deputy mayor for executive bodies of the Dnipro City Council.
During the audit of the declaration for 2022, signs of inaccurate information amounting to over UAH 23 million were found, and in the declaration for 2023 – over UAH 24 million.
In both declarations, the declarant did not provide information about his ‘former’ wife, even though there were grounds for doing so, nor did he declare property belonging to her, including property acquired with signs of illegal enrichment worth over UAH 8 million. The assets in question are:
- three residential properties and three storage/parking facilities in Barcelona, Spain;
- an apartment in Dnipro;
- commercial premises (shopping pavilions, garages, etc.) in Dnipro;
- a number of land plots in Dnipro and Ivano-Frankivsk regions;
- a 2021 LEXUS RX 350 car;
- corporate rights in three limited liability companies.
NACP found that the purchase of these properties by the wife took place after the couple's divorce and most of them immediately after the declarant was appointed deputy mayor of the Dnipro City Council. For example, the purchase of an apartment in Dnipro worth over UAH 4 million took place a month after the official divorce. At the same time, it was established that at the time of the purchase of the specified objects, the wife did not have the financial capacity to incur such expenses.
The NACP drew up substantiated conclusions on the detection of signs of an offence under Article 368-5 of the Criminal Code of Ukraine, ‘Illegal enrichment,’ and Article 366-2 of the Criminal Code of Ukraine, ‘Inaccurate declaration,’ which were sent to the Main Department of the National Police in the Dnipro region to be included in the materials of the previously initiated criminal proceedings.
Note. In accordance with Part 1 of Article 62 of the Constitution of Ukraine, a person shall be presumed innocent of a crime and shall not be subjected to criminal punishment until their guilt has been proven in accordance with the law and established by a court verdict.
