The National Agency on Corruption Prevention is not only a central executive body with a special status responsible for anti-corruption policy development and prevention of corruption in Ukraine. The NACP aims to be the leader of change and inspire other government agencies in building effective and innovative public service institutions. One of the strategic tasks on this path is digital transformation of the NACP. The IT infrastructure of the National Agency includes the following State Registers, information and telecommunication systems and innovative products.
Assets In 2016, Ukraine launched one of the world’s most innovative systems: Register of e-declarations of public servants available online except for confidential data. In 2018 the automatic verification LAC module was introduced, finalizing the system architecture for transparency and accountability in the public sector.
In 2020, the NACP launched POLITDATA register to simplify the reporting process for political parties, as well as to provide better access for citizens to financial data of political parties operating in Ukraine.
Since February 2019, the NACP has been administering this public register that contains information on all individuals and legal entities that have committed corruption offenses.
In accordance with international standards for the whistleblowers’ protection, the NACP is developing a unified portal with secure communication channels for anonymous reporting of corruption.
In 2021, the NACP launched a pilot version and will further develop the portal that will help anti-corruption officers across the country and civil society to identify corruption risks in activities of public bodies.
The NACP is cooperating with NGO on the development of a database of companies associated with MPs and public officials (both directly and through relatives) that will have the function of automatic analysis of documents and registers. The platform will help to identify and counteract conflicts of interest in the activity of public officials.
