NACP has joined the commitments to ensure transparency and public participation in the implementation of the provisions of the UN Convention against Corruption

During the 11th session of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC), Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP), signed a commitment to ensure transparency and public participation in the mechanism for reviewing the implementation of the Convention.

The Agency thus undertakes to adhere to the six principles of transparency of the UNCAC review to promote civil society participation. In particular, this refers to the NACP's commitment to publish country review schedules, share information about the institution and the person conducting the review, publish a self-assessment and a full report, organize briefings for civil society and public debates on the report's conclusions, and publicly support the participation of civil society observers in UNCAC subsidiary bodies.

This obligation strengthens civil society participation in the process of analysing how the country is fulfilling its obligations under the UNCAC (in particular the sections on corruption prevention and asset recovery) and improves access to information about such assessments.

We would like to remind you that the Ukrainian delegation, led by NACP Head Viktor Pavlushchyk, is participating in the 11th session of the Conference of the States Parties to the United Nations Convention against Corruption. This week, the NACP Head spoke at the UN Anti-Corruption Conference and called on states to invest in systems that measure integrity.

The UNCAC Global Civil Society Coalition, founded in August 2006, is a global network of nearly 400 civil society organizations in over 120 countries that promote the ratification, implementation, and monitoring of the United Nations Convention against Corruption (UNCAC). The Coalition mobilizes civil society at the international, regional and national levels. Office in Vienna, Austria.

The national and international non-governmental organizations and civil society organizations that are members of the Coalition work on a wide range of issues related to the promotion of anti-corruption efforts, transparency and accountability, as well as in policy areas related to specific provisions of the UNCAC. Ukraine is represented in the coalition by Transparency International Ukraine, the Anti-Corruption Action Centre, and the Institute of Legislative Ideas.

The NACP consistently confirms its openness to cooperation with civil society and the development of sustainable partnership formats. Back in 2020, the Agency, together with civil society organizations, in particular the Institute of Legislative Initiatives (ILI), initiated the creation of an open platform for public monitoring of the implementation of UNCAC.

As part of this cooperation, a parallel civil society report on the implementation of Sections II and V of the UNCAC in Ukraine was prepared and published, which became an important contribution of civil society to the process of assessing the implementation of the Convention and an example of effective interaction between the state and the public.
