
The National Agency on Corruption Prevention (NACP) has started work on analyzing corruption risks in the activities of the Medical (Military Medical) Commissions (MMC) pursuant to paragraph 5 of the decision of the National Security and Defense Council of Ukraine of August 30, 2023, "On Military Medical Expertise in the Armed Forces of Ukraine", enacted by the Decree of the President of Ukraine of September 12, 2023, N 576/2023. Such an analysis is urgent, given the high level of corruption risks in the activities of the MMC, to ensure that the rights of conscripts, persons liable for military service, and servicemen are respected.
The National Agency's specialists are examining the legislation governing the activities of the Military Qualification Commission to conduct a comprehensive and in-depth study of this area and improve the organization of their work.
Information from judicial practice, law enforcement investigations, responses to inquiries to the responsible authorities, and publications in the media and social media will be analyzed.
Based on the results, NACP will compile a list of corruption risks in the activities of the Military Medical Commissions (MMC), describe the identified corruption factors, and provide recommendations aimed at minimizing and eliminating these factors.
We ask the public to join in collecting information on:
- facts of corrupt practices in the activities of the MMC;
- imperfections in the legislation;
- the need to amend the relevant regulations;
- experience in applying successful foreign practices.

The results of the study will be published on the National Agency's website and sent to the entities responsible for minimizing or eliminating corruption risks and the President of Ukraine for an appropriate response.
