In October, the National Agency on Corruption Prevention (the NACP) entered data into the Unified State Register on 602 persons who committed corruption or corruption-related offences (Corruptionists’ Register) based on the results of processing 1072 judicial decisions. Thus, the data on 87 persons held criminally liable, 503 persons held administratively liable, 12 persons held disciplinarily liable, have been entered into the register.   Some persons were held liable several times. In particular, the following persons were held criminally liable for the month of October:
  • 6 councilors of local councils,
  • 7 employees of legal entities under private law (private companies),
  • 6 employees of legal entities under public law (state companies).
Offering or giving a bribe (57 instances) and acceptance of a bribe (12 instances) were the most frequent reasons for criminal liability. In particular, the following persons were held administratively liable:
  • 252 councilors of local councils;
  • 23 officials of local government agencies;
  • 21 employees of the National Police of Ukraine.
Majority of cases of bringing to responsibility (479) occurred due to untimely declaration. As a reminder, due to the Constitutional Court of Ukraine’s decision dated October 27, top-level officials currently are not held liable for untimely declaration. Since the beginning of the year, data on 4217 offenders were entered into the Register of Corruptionists.
