A decade of reforms and transformations: NACP - from establishment to specific results

The National Agency on Corruption Prevention (NACP) is celebrating a decade of its activity. The Agency was established on 18 March 2015 by Resolution of the Cabinet of Ministers of Ukraine No. 118 as a central executive body with a special status, which ensures the development and implementation of the state anti-corruption policy.

Since then, the NACP has undergone a large-scale transformation - in 2019, collegial management was replaced by one-man management, which increased the efficiency of decision-making. Despite the challenges, including two constitutional crises, the Agency ensured stable development of key anti-corruption mechanisms:

  • developed and, together with other government agencies, is implementing the Anti-Corruption Strategy and the State Anti-Corruption Programme for 2021-2025, which focus on minimising corruption in the most affected areas;
  • Introduced a convenient and transparent declaration process by strengthening control over declarations: in 2016, the Unified State Register of Declarations was launched, the amount of information automatically filled in in declarations currently reaches 75%; full verification of declarations is carried out on a risk-based approach;
  • Ensured effective tools for financial control over the wealth of public officials and seizure of illegally acquired assets: through lifestyle monitoring, the NACP has detected illicit enrichment of over UAH 1.26 billion since 2023 and initiated civil forfeiture of illicit assets worth UAH 231.56 million;
  • introduced the establishment and development of the institution of whistleblowing: in 2023, the Unified Whistleblower Reporting Portal was launched, and in 2024, corruption whistleblowers received rewards of almost UAH 15 million;
  • strengthened control over the financing of political parties: the Unified State Register of Political Party Reports POLITDATA has been operating since 2020. During this time, more than 230 parties have reported on their activities, the NACP has checked 1740 submitted reports and found violations worth UAH 891 thousand.
  • launched the lobbying institute: The NACP is coordinating the implementation of the Law of Ukraine "On Lobbying ’ and the creation of the Transparency Register, which should be launched by 1 September 2025;
  • investigated corruption risks in key areas (more than 40 studies: recovery and reconstruction, security and defence, public procurement, land management, healthcare, forestry, taxation, etc.), achieved a high rate of implementation of anti-corruption expertise recommendations - 94%;
  • actively promotes European integration processes: anti-corruption measures are included in every negotiated section. So far, Ukraine has implemented 18 of GRECO's 31 recommendations and passed the OECD Public Integrity Assessment, showing above-average results in six key areas.
  • Ensured coordination of state bodies in communicating anti-corruption achievements: in 2023, the Government adopted a national Communication Strategy for the Prevention of Corruption, which is synchronised with the SACP. Currently, the NACP, together with its partners, is implementing a number of awareness-raising campaigns;
  • conducts active educational activities: 754 educational institutions are involved in the Transparent School programme and 69 universities in the Transparent Universities project.

"Today, we see real results of our work over 10 years: growth of civic awareness and intolerance to corruption, systemic anti-corruption investigations, transparent declaration and reporting of political parties, successful cases of whistleblowing and introduction of other effective anti-corruption safeguards. These changes were made possible through the joint work of the entire anti-corruption infrastructure - government agencies, local governments, civil society, international partners, and the media. Together, we continue this path of transformation," said NACP Head Viktor Pavlushchyk.

He emphasised that new challenges and tasks lie ahead. In particular, the implementation of the State Anti-Corruption Programme for 2021-2025, development of the Anti-Corruption Strategy and its implementation programme for 2026-2030, introduction of the transparency register, work on legislative changes to the institution of whistleblowing and the work of the High Anti-Corruption Court, strategic analysis of corruption risks and countering threats to levelling lifestyle monitoring. The independence of the NAPC and other anti-corruption agencies remains a priority, which is a key condition for effective anti-corruption.

The NACP's achievements and importance were acknowledged by Ukraine's top officials, heads of institutions and international partners.

Ruslan Stefanchuk, Head of the Verkhovna Rada of Ukraine, noted that the establishment of the NACP was an important step in building transparent state institutions, and the Ukrainian parliament played a key role in this process by adopting the Law of Ukraine ‘On Prevention of Corruption’, which laid the foundation for the agency's functioning. According to him, over the ten years of joint work, many challenges have been overcome, but society is facing new challenges.

Ruslan Stefanchuk noted that the NACP performs its work in good faith and impartially, strengthening the state's anti-corruption system. ‘The Verkhovna Rada has supported and will continue to support all initiatives in this area. After all, our common goal is a strong Ukraine, where law and justice are the basis of state policy,’ he said.

During the celebrations, the Head of the Verkhovna Rada, on behalf of the Parliament, awarded the NACP employees with certificates of honour and letters of appreciation for their dedicated service.

Oleh Nemchynov, Minister of the Cabinet of Ministers of Ukraine, and Stanislav Kravchenko, Chief Justice of the Supreme Court, also congratulated the NACP team on the anniversary.

During the event, NAPC Head Viktor Pavlushchyk presented the official symbols of the NACP, NBU Governor Andriy Pyshnyi presented a commemorative medal, and a special postage stamp redemption took place with the participation of Ukrposhta CEO Igor Smelyansky.
