The National Agency on Corruption Prevention (NACP) has conducted full audits of the 2021 and 2022 declarations submitted by the mayor of Ochakiv. The inspections revealed signs of illicit enrichment in the amount of over UAH 12 million and signs of declaring false information in the amount of over UAH 3 million.
In particular, it was established that during the war in 2022, the official and his wife acquired an apartment in Spain with an area of 122.31 square meters worth more than UAH 5 million. In addition, he allegedly received gifts in cash from his mother worth more than UAH 12 million.
The donated funds significantly exceed his mother's legal income, which since 1998 has amounted to just over UAH 580 thousand.
The income of the mayor of Ochakov and his wife from confirmed sources also did not allow them to purchase an apartment in Spain at their own expense.
Moreover, in his declaration, the official, among other things, noted an increase in monetary assets by UAH 2 million in the reporting period, the legality of the sources of which he did not confirm during the audit.
The full audit of the declarations also revealed that the official's wife received more than UAH 300 thousand to her bank account from an individual entrepreneur who had repeatedly performed work and provided services for the Ochakiv City Council.
He also said that these funds were allegedly received to purchase a car for the Ochakiv City Council. These allegations were refuted during the audit. His wife spent the money on her own needs, in particular, to buy clothes.
Based on the established facts, the NACP drew up substantiated conclusions under Art. 368-5 (illicit enrichment) and Part 1 of Art. 366-2 of the Criminal Code (entering knowingly false information in the declaration) and sent them to the National Police of Ukraine.
Remarks. In accordance with part one of Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved in accordance with the law and established by a court verdict of guilty.
