IACC-2024 in Vilnius: NACP strengthens cooperation with international partners from the EU and UAE

The Head of the National Agency on Corruption Prevention (NACP), Viktor Pavlushchyk, held a series of bilateral meetings on the sidelines of the IACC-2024 (International Anti-Corruption Conference). He discussed with representatives of partner organizations and heads of anti-corruption agencies and governments the development of Agency's  IT products, progress in implementing the State Anti-Corruption Program (SACP), exchange of experience in training programs, and other possible areas of cooperation.

Productive discussions during IACC-2024 resulted in agreements on further close cooperation between the National Agency and representatives of the international anti-corruption community, as well as on the exchange of expertise and best practices. International experience in implementing anti-corruption policy and relevant tools should strengthen the work in the areas of reconstruction, digitalization and process automation.

In particular, the NACP Head discussed areas of cooperation with Desislava Gotskova, Head of the Regional Anti-Corruption Initiative (RAI) Secretariat. Viktor Pavlushchyk thanked the RAI for conducting training for NACP employees during the 19th Summer School for Young Anti-Corruption Practitioners, which helped them to acquire additional skills in monitoring the lifestyle of public officials. The parties also paid attention to the international agreement on data exchange for verification of declarations, which aims to optimize interagency cooperation within the framework of automatic exchange of data from the registers of the countries participating in the Agreement. The NACP plans to join the Agreement soon. 

"It helps member states to cooperate seamlessly, which will allow us to quickly and efficiently access crucial information. This cooperation will streamline the verification processes and strengthen the work on combating corruption at the international level," said the NACP Head. 



He also met with Graziella Marok-Wachter, Minister of Justice and Infrastructure of the Principality of Liechtenstein. Viktor Pavlushchyk informed his colleague about the main areas of the NACP's work, achievements in the development of anti-corruption IT products and tools for preventing corruption during the transparent restoration of Ukraine. 

At a meeting with Vice President of the Supreme Audit Institution of the United Arab Emirates (UAE) Wael Abdulqader Mahmoud, Viktor Pavlushchyk spoke about the NACP's achievements in developing modern digital tools, in particular the Information System of Monitoring the State Anti-Corruption Program (ISM SACP). The UAE representative was interested in this product and expressed a desire to introduce an analog on their own resources.

Special attention was paid to close cooperation with Lithuanian colleagues from the Special Investigation Service (STT). Cooperation between the National Agency and the STT is of great importance and value. The STT's experience in conducting anti-corruption expertise and corruption risk assessment should significantly strengthen the work of the NACP's specialized units. 




The issue of the National Agency joining the EPAC (European Partners Against Corruption) network was also discussed.

The Regional Anti-Corruption Initiative (RAI, formerly known as the Stability Pact Anti-Corruption Initiative - SPAI) is an intergovernmental organization that supports the anti-corruption efforts of nine member states in South Eastern Europe. The NACP joined the RAI as an observer in December 2023.

The European Partners Against Corruption (EPAC) is an independent network of over 70 anti-corruption and police oversight bodies from the Council of Europe member states.
