Lifestyle monitoring: top official of the State Enterprise ‘Forests of Ukraine’ suspected of illegal enrichment and declaring false information

Investigators from the State Bureau of Investigations (SBI), based on materials from the National Agency on Corruption Prevention (NACP) and their own findings, have notified the former deputy director of the Kyiv Forestry Office of the State Enterprise ‘Forests of Ukraine’ that he is suspected of committing criminal offences of corruption under Articles 368-5 and Article 366-2 of the Criminal Code of Ukraine, ‘Illegal enrichment’ and ‘Declaration of false information.’

During monitoring of the official's lifestyle and in cooperation with the State Bureau of Investigation, the NACP found signs of illegal enrichment of the former official in the amount of over UAH 13 million. These are assets acquired by the declarant's relatives on his behalf:

  • a 2019 Porsche Cayenne worth over UAH 2.7 million;
  • a 2024 Mercedes-Benz worth over UAH 5.2 million;
  • cash in the amount of over UAH 5.7 million spent on goods, works, services and money transfers to third parties;
  • cash in the amount of 10,000 euros and 53,000 US dollars.

An analysis of the income and expenses of the official's close relatives showed that they were unable to purchase this movable and immovable property with funds obtained from legal sources.

In addition, while monitoring the lifestyle of the former director of the Kyiv Forestry Office of the State Forestry Agency of Ukraine, NACP officials established that he had provided inaccurate information in his declarations for 2023 and 2024, amounting to over UAH 11.6 million and over UAH 14.3 million, respectively.

The actions of the former official contain signs of a criminal offence under Part 2 of Article 366-2 of the Criminal Code of Ukraine, ‘Declaration of inaccurate information’.

The procedural management of the case is being carried out by the Office of the Prosecutor General.
