NACP launched an updated version of the POLITDATA 2.0 register

On 1 July 2025, the National Agency on Corruption Prevention (NACP) will launch an upgraded version of the Unified State Register of Political Parties' Reports on Property, Income, Expenditures and Financial Obligations (POLITDATA 2.0).

The Register has been redesigned, with significantly improved navigation and search functions, and is now accessible to people with special needs. Political parties will gain new technical capabilities that will help them submit their reports more conveniently and quickly.

"NACP is constantly working to improve the POLITDATA Register and modernise its tools in accordance with the requests of political parties in order to make the Register as user-friendly as possible and to simplify and speed up the submission of reports. In addition, tools that help the public analyse data on finances and property and obtain summarised information have been improved," said Hanna Chornutska, head of the NACP's political finance integrity department.

 

Innovations in the POLITDATA Register for political parties

  1. The method of creating, editing and managing accounts of political parties and their local branches has been changed:
  • the number of sections in political party accounts has been reduced and they have been conveniently grouped;
  • the correspondence function between political parties and NACP analysts has been improved;
  • Navigation between sections of the report has been simplified (the required section of the report can be opened instantly).
  • Approved reports of a regional branch of a political party can be viewed directly in the relevant section of the political party's report in a separate tab (this was not possible before).
  • if a user makes a technical error in a report, the Register will notify the user of the specific reporting forms in which the errors were found;
  • it will be possible to apply a qualified digital signature to a report containing logical errors after they have been corrected.
  1. The algorithm for approving political party reports has been simplified: reports from regional branches are approved with a single click (in the previous version of the Register, this process consisted of several stages).
  2. The conclusion of the NACP analyst will appear in the political party's account after its approval (previously this was on the NACP website).
  3. Political parties can add electronic copies of documents to their reports for any reporting period if they want. This option wasn't available before.

 

New opportunities for the public

Tools for analysing information about the finances and property of political parties have been added to the public section of the Register. In particular, a convenient search and ranking function has been added for information already compiled from the reports of parties and their local branches, which will help to increase the transparency of political financing.

For example, thanks to appropriate filters, it is possible to summarise data on the expenses and income of political parties (on state funding, the size of contributions from individuals and legal entities, the most active contributors, etc.).

This is a useful feature for interested citizens and representatives of civil society and international organisations to check how a party operates, what funds it receives and how it spends them.

Now you can view and download not only each report separately, but also all of them together.

Various options have been added to search for information directly on the website, such as table and filter settings.

The set of rules and tools (API) has been improved, enabling comprehensive data analysis, including for academic purposes and large-scale research.

Special access features have been added to the Register for users with different needs, such as those with visual impairments, the elderly, or those who experience fatigue or overload. In particular, font size, high/low saturation, monochrome colour, increased spacing between letters, and other settings can be adjusted.

This project is the result of many years of efforts supported by IFES in Ukraine in partnership with the United States Agency for International Development (USAID), UK International Development from the Government of the United Kingdom, and the Department of Foreign Affairs and International Trade of Canada.

As a reminder, the POLITDATA Register was put into commercial operation in 2021. Since then, political parties have been able to submit quarterly reports online through the Register. Previously, these were paper reports. For example, one report could fill 60 boxes of paper, which had to be submitted by representatives of political parties and checked manually by NACP officials.

On 10 October 2023, NACP restored access to the Register, taking into account personal data protection requirements, which had been suspended due to the introduction of martial law.
