NACP materials on Odesa military commissar Borysov sent to SBI
According to the results of the lifestyle monitoring of Yevhen Borysov, former head of the Odesa Regional Territorial Center for Recruitment and Social Support of the Operational Command "South" of the Armed Forces of Ukraine, the National Agency on Corruption Prevention (NACP) has identified features of a corruption criminal offense, which indicate his illicit enrichment of more than UAH 188 million. The materials have been sent to the State Bureau of Investigation (SBI) to decide whether to register the information in the Unified Register of Pre-trial Investigations and conduct a pre-trial investigation aimed to further prosecute Mr. Borysov.  Former Odesa military commander Yevhen Borysov became notorious when a journalistic investigation revealed that last year his mother became the owner of a residential building in Spain worth EUR 3.7 million. The purchase of this expensive real estate in the amount of UAH 154 million at the NBU exchange rate as of the moment of the crime, which was bought at her own expense raised reasonable doubts, as her total income over the past 20 years was a little over UAH 4 million. Mr. Borysov explained to the NACP that at the time of the purchase of the house in question, his mother had USD 4.2 million. The money was allegedly borrowed from different people. As evidence, he provided copies of the agreements. However, during the  lifestyle monitoring of the official's, it turned out that, in addition to luxury real estate in Spain, Mr. Borysov's mother also purchased a 2022 Mercedes-Benz EQV worth almost UAH 3 million this year. Mr. Borysov explained that the purchase was also made with borrowed funds and on the basis of the same agreements. However, after reviewing them, reasonable doubts arose as to the authenticity of the borrowers' personal signatures. Later it turned out that they could not have been physically present when signing the documents. In addition, it was found that one of the borrowers did not have sufficient monetary assets and therefore could not lend the amount specified in the documents to Mr. Borisov's close associates. All this points to features of legal fiction, since none of the borrowers could be the source of origin of the funds for which the estate in Spain and the car were allegedly purchased. During the lifestyle monitoring of the official, it was also found that the ex-military commander's mother-in-law had purchased several cars in recent years without having sufficient monetary assets that could have come from legal sources.  Namely:
  • Toyota Land Cruiser Prado 2021 (the indicated cost of UAH 480 thousand with the real price of USD 58.5 thousand, which may indicate concealment of the real value);
  • Mercedes-Benz G 63 AMG 2022 worth almost UAH 8.5 million;
  • Toyota Land Cruiser 2023 worth UAH 3 million.
Earlier this year, Mr. Borysov's wife also purchased foreign real estate - an office space in Spain worth EUR 510 thousand, also without having sufficient monetary assets and income from legal sources. As a result, the NACP found signs of a corruption criminal offense in Mr. Borisov's actions, which indicate his illicit enrichment in the amount of more than UAH 188 million. Despite the fact that the NACP found that the mother and mother-in-law of the former Odesa military commissar owned an expensive fleet of vehicles, the Unified State Register of Vehicles does not contain information about their driving licenses, which would give them the right to drive.
