NACP releases draft Anti-Corruption Strategy 2020 to 2024

On June 23, the National Agency on Corruption Prevention of Ukraine (NACP) released a draft of the Anti-corruption Strategy 2020 to 2024.

After the approval from the Parliament, it should become the second anti-corruption strategy that has ever been developed in Ukraine. The previous document covered a period from 2014 to 2017. While it expired in 2017, the new strategy was not adopted since then.

Although the previous Anti-corruption Strategy had significant potential, it has not been completely fulfilled. It happened primarily due to the following reasons:

  • the long process of establishing anti-corruption institutions in 2014-2019,
  • the inconsistency of actions taken by key stakeholders,
  • the weak capacity of the NACP for policy development, coordination, and its continuous adjustment.

The adoption and implementation of a new Anti-corruption Strategy will allow to agree on and put in the national policy agenda a specific set of anti-corruption policy goals, as well as to ensure coherent and systemic implementation of the agreed policy by all public authorities and local governments.

Stakeholders Involvement 

The NACP organizes open consultations to discuss the draft of the Anti-corruption Strategy with the main stakeholders such as civil society, business, and expert community. The NACP will also collect suggestions to the document from all citizens during the public discussions and by email state@nazk.gov.ua.

Main Approach and Priority Areas

The Anti-corruption Strategy has a twofold focus:

  1. developing instruments and public bodies for ensuring the effective implementation of those instruments;
  2. implementing specific sectoral policies that could cut opportunities for corruption in certain areas.

This will not only allow to reduce the level of corruption and increase citizens’ trust in public institutions but will also significantly speed up the process of socio-economic growth in Ukraine.

The priority areas were identified based on the analysis of the effectiveness of the anti-corruption policy, the results of sectoral studies, the data of a standardized survey on corruption in Ukraine, and other studies on the state, dynamics, and prevalence of corruption.

The Anti-corruption Strategy 2020 to 2024 focuses on the prevention of corruption in the following areas:

In each of the priority areas, the Anti-corruption Strategy identifies key issues (baseline indicators) and outlines strategic results that should be achieved to address these issues (projected indicators).

Specific measures needed for the achievement of these results will be defined in the State Program for the Implementation of the Anti-corruption Strategy. The state program will be developed and approved in accordance with the Law of Ukraine “On Prevention of Corruption” right after adoption of the Strategy.
