NACP reveals signs of corruption criminal offense worth UAH 14 million in Odesa deputy military commissar's lifestyle
Based on the results of monitoring the lifestyle of Denys Halushko, Deputy Head of the Territorial Center for Recruitment and Social Support - Head of the Recruitment Sector of the Odesa Regional TCC, the National Agency on Corruption Prevention (NACP) has found signs of a corruption criminal offense, which indicate his illegal enrichment of more than UAH 14 million. The military commissar's mother-in-law purchased and subsequently sold two cars in 2020: the Mercedes-Benz GLE 43 AMG, worth UAH 2 million, and the Mercedes-Benz GLS 350, worth UAH 2.3 million. Last year, she also purchased a BMW X7 XDRIVE 30D. While the real value of the car was UAH 3.9 million, the purchase agreement indicated the price of the car as UAH 5 thousand, which indicates that the real cost of its acquisition was concealed. Last fall, she also purchased a residential building and a land plot under it with a total value of over UAH 3 million. Last summer, Halushko's mother purchased a Toyota RAV-4 HYBRID worth over UAH 880 thousand and a residential house with a land plot for almost UAH 1.7 million, also without being financially capable of doing so. The son of a military commissar also became the owner of an apartment in Odesa worth UAH 563 thousand. Last fall, the military commissar's wife also bought a Mazda CX-5. The purchase and sale agreement states that the car cost UAH 50 thousand, although the average price of such a car on online platforms is about UAH 1.3 million, which also indicates an understatement of the real value. In the summer of 2023, she added a Mercedes-Benz V-KLASSE worth more than UAH 2.6 million to her fleet. In addition to these purchases, since 2021, the military officer and his wife have spent almost UAH 6 million, which is disproportionately more than they could have received legally. These funds were deposited into their bank accounts in cash through terminals in the amount of UAH 9 to 106 thousand. At the same time, the NACP found that the declarant and his close relatives had no legal income to purchase the property. Based on the results of lifestyle monitoring, the NACP approved a substantiated conclusion regarding Denys Halushko, Deputy Head of the Territorial Center for Recruitment and Social Support and Head of the Recruitment Sector of the Odesa Regional TCR, in connection with the detection of signs of a corruption criminal offense - illegal enrichment, liability for which is provided for in Article 368-5 of the Criminal Code of Ukraine, and sent it to the Specialized Defense Prosecutor's Office of the Southern Region.
