Results of the NACP's work in 2024: building integrity in the defense and security sector

In 2024, the work of the National Agency on Corruption Prevention (NACP) in building integrity in the security and defense sector was focused on two flagship projects of the NATO Comprehensive Assistance Package for Ukraine: The Roadmap for Ukraine's Interoperability with NATO and the Strategic Review of Ukraine's Defense Procurement System to bring Ukraine closer to the standards of NATO member states. In addition, the NACP worked to identify and minimize corruption risks in the security and defense sector.

"In 2024, we worked together with the Ministry of Defense, the Verkhovna Rada of Ukraine and other bodies to prepare recommendations within the framework of the Strategic Review of the Ukrainian Defense Procurement System. As a result, 21 recommendations for Ukraine's defense procurement system were approved at the Washington Summit in July last year,” said NAPC Head Viktor Pavlushchyk.

To ensure effective implementation of the recommendations of the Strategic Review of Ukraine's Defense Procurement System, last year the NACP conducted and presented a study “Corruption Risks in Centralized Logistics Procurement for the Armed Forces of Ukraine”, which identified 11 corruption risks and 40 recommendations for their elimination.

"NACP's coordination work on building integrity in the security and defense sector contributes to increasing transparency, efficiency and compliance of management processes with NATO standards, which is important for Ukraine's membership in the North Atlantic Alliance. Our country and NATO should be compatible in the use of weapons, planning approaches, human resources management, etc. To implement these principles, Ukraine has already introduced advanced IT systems and digitalized data collection processes to make decisions based on them. Such Ukrainian products as the DELTA ecosystem, the Kropyva tactical command and control system or the DOT.Chain system for digitizing the Armed Forces' supply chain processes not only give Ukraine a strategic advantage in the defense sector, but also have been recognized by NATO and have the potential to become a key element in shaping new standards and decisions of the Alliance, determining the future of collective security,” said Yaroslav Lyubchenko, Head of the NACP's Security and Defense Integrity Policy Development Department.

In 2025, NACP's priority in the security and defense sector is to implement, together with the Ministry of Defense and other involved agencies, the recommendations provided both within the Strategic Review of the Ukrainian Defense Procurement System and within the NACP's study of corruption risks in centralized logistics procurement. This is essential for improving the efficiency of the defense procurement system.

An equally important document in the field of Euro-Atlantic integration is the Roadmap for Ukraine's Interoperability with NATO, to the development of which the NACP joined in 2024 and the coordination of which is one of the priorities for this year.

The NACP's achievements were taken into account in the development of the Comprehensive Assistance Package for Ukraine Interoperability Roadmap. This package is the basis for supporting the institutional capacity of the national security and defense sector and strengthening Ukraine's defense capabilities in the long term. The National Agency has also been designated responsible for coordinating the implementation of Objective IO 0204 “Integrity Development”, which, among other things, provides for the implementation of comprehensive integrity building plans and the implementation of recommendations provided by the NATO Integrity Building Program Self-Assessment in the 2019 Report. With this in mind, the NACP initiated the process of assessing the implementation of the recommendations and took on the role of coordinator.

In 2025, NACP will also continue to develop recommendations that will reduce the identified corruption risks and improve the work of the defense sector as a whole, and plans to present Ukraine's experience to NATO member states.
