NACP summarized the results of 2024

The National Agency on Corruption Prevention (NACP) has summarized the results of 2024. Here are the results of the NACP's work in the main areas:

 

  • Anti-corruption policy, implementation of the Anti-Corruption Strategy until 2025 and the State Anti-Corruption Program for 2023-2025 (SACP).
  • Strategic analysis of corruption risks and anti-corruption expertise. In 2024, the focus of the corruption risk study was on the reconstruction and medical sectors, as well as the activities of military medical commissions. In the area of anti-corruption expertise, NACP analyzed 4176 draft legal acts and conducted 102 anti-corruption examinations.
  • Building integrity in the security and defense sector.
  • Full verification of declarations. According to the results of the audits conducted in 2024, 353 declarations, or 50% of the completed ones, revealed inaccurate information worth UAH 3.8 billion, signs of illicit enrichment worth UAH 192.1 million, and unjustified assets worth more than UAH 47 million. For comparison, in 2021, violations were found in 27% of completed audits (out of 1043 audits, violations were found in 282 declarations). This indicates that the application of a risk-based approach to the selection of declarations for full verification in 2024 has significantly increased the efficiency of the work.
  • Lifestyle monitoring. NACP conducted 167 lifestyle monitoring of declarants. NACP sent 42 materials and substantiated conclusions to law enforcement agencies with signs of unjustified assets and illicit enrichment worth about UAH 740 million.
  • Failure to submit or untimely submission of declarations. The Agency drew up 63 protocols on administrative offenses for late submission of declarations; sent materials to the National Police for drawing up protocols in respect of more than 4.7 thousand people who submitted declarations late; approved 69 substantiated conclusions on the detection of signs of criminal offenses on the facts of intentional failure to submit declarations.
  • Special inspections of public officials. During the year, NACP conducted over 21 thousand special inspections. Based on their results, 480 people were not appointed to their positions due to the establishment of signs of inaccurate information in their declarations.
  • Conflicts of interest. During the year, NACP completed 213 measures to monitor and control the implementation of legislation on ethical behavior, prevention and settlement of conflicts of interest. Based on the results of these activities, NACP drew up 27 protocols on administrative offenses related to corruption and issued 35 orders to eliminate violations of anti-corruption legislation. Some indicators of the Agency's activities in the field of conflicts of interest in 2024 compared to 2023 show that the number of recorded cases of violations of the conflict of interest legislation decreased, which is an indicator of increased awareness of the requirements of anti-corruption legislation.
  • Building integrity in political finance. The renewal of reporting by political parties after almost a four-year break was a challenge for the parties and NACP. Despite the significant workload, the Agency made every effort to ensure effective work in the area of political finance integrity. In particular, NACP timely reviewed more than 1700 reports of political parties' central branches and ensured the implementation of the results of these reviews. Based on the results of the audit, NACP found violations in 689 reports of political parties, i.e. almost in every second report, of which 212 reports revealed financial violations.
  • Development of the whistleblowing institution. In 2024, whistleblowing in Ukraine was formed and started working as a comprehensive institution. In particular, NACP for the first time ensured the implementation of the processes provided for by law - from filing an application to paying remuneration to corruption whistleblowers.
  • Establishment of the lobbying institution. Last year, the foundation was laid for the formation of a culture of integrity in lobbying in Ukraine.
  • Results of the NACP Contact Center.
  • Educational projects for civil servants, educators and youth. The results of the year include more than 90 educational events for public officials and anti-corruption commissioners, a large-scale update of the Study.nazk platform, launch of four new online courses, doubling the number of Integrity Hubs in schools and the growth of the community of friendly schools, and scaling up the Transparent Universities project.
  • Training courses from the NACP. The Study.nazk learning platform already has more than 30 training courses, and the number of users doubled last year to more than 216 thousand.
