Strengthening cooperation in preventing corruption in the security and defense sector: NACP to cooperate with Geneva Center for Security Sector Governance (DCAF)

The National Agency on Corruption Prevention (NACP) and the Geneva Centre for Security Sector Governance (DCAF) have signed a Memorandum of Cooperation and Information Exchange.

NAPC Deputy Head Iaroslav Liubchenko and DCAF representatives agreed to consolidate efforts to deepen, expand and update the knowledge of security and defense sector representatives on the implementation of anti-corruption legislation and building integrity. Overcoming corruption in this area is now of critical importance for Ukrainian society.

"Building the anti-corruption sector in Ukraine includes both the formation of virtuous behavior among the population and work with legal acts. It is the NACP that checks draft laws for corruption risks, including the draft law on mobilization, and creates educational materials. We are ready to disseminate our best practices and use them in the security and defense sector," said Deputy Head of the NACP Iaroslav Liubchenko.

In particular, cooperation is planned in the following areas

  • Mutual consultations, joint research and analysis of the state of compliance with anti-corruption legislation and building integrity in the security and defense sector;
  • conducting joint activities and initiatives to increase the level of integrity;
  • exchange of information, professional and awareness-raising materials, documents, best practices that will facilitate mutual understanding and analysis of the state of implementation of anti-corruption legislation and initiatives;
  • strengthening the NACP's institutional capacity through training and expert support in improving legislation.

The first steps in the cooperation between the NACP and DCAF will be to identify corruption risks in the security and defense sector, in particular those related to Russia's full-scale invasion of Ukraine, to eliminate and minimize them, and to develop an online training course for senior management of the security and defense sector based on the "Guide for Top Managers". The NACP team presented the Guide at the plenary session of the 10th Conference of the States Parties to the UN Convention against Corruption, where it received positive feedback.

"It is important for us to identify priority areas of work, as the NACP is deeply involved in combating and preventing corruption. Cooperation with the NACP will allow us to obtain more accurate information on corruption risks in the security sector in Ukraine," said Darko Stancic, Head of Europe and Central Asia at DCAF.
