The implementation of the Anti-Corruption Strategy for 2020-2024 will facilitate doing business in Ukraine, as it offers specific measures to minimize corrupt practices.
This issue was discussed today by Oleksandr Novikov, Head of the National Agency on Corruption Prevention (NACP), Ivan Presniakov, NACP Deputy Head, Marcin Swiecicki, Business Ombudsman, Iryna Kravchenko, the European Bank for Reconstruction and Development (EBRD) Deputy Head of Ukraine and Olga Magaletska, Head of the Office of the National Investment Council.
“The Anti-Corruption Strategy was developed on the basis of a survey, one of the main audiences of which was businesses. Thus, we identified the main issues facing entrepreneurs that require urgent addressing. The Strategy offers consistent measures aimed to establish transparent and clear rules for business-government interaction and focuses on such areas as state regulation of the economy, taxes and customs, and the public and private sectors of the economy,” said the NACP Head.
The meeting participants stressed that the successful implementation of the Anti-Corruption Strategy requires systemic cooperation of all stakeholders – authorities, businesses and international partners. Iryna Kravchenko emphasized that the EBRD hopes that the Verkhovna Rada will adopt the Anti-Corruption Strategy in the second reading as soon as possible and is ready to assist in its implementation in the future.
It should be recalled that the Anti-Corruption Strategy for 2020-2024 was adopted by the Verkhovna Rada in the first reading on November 5.
In view of the Decision of the CCU, the NACP will not be able to verify the received reports of a conflict of interest among high-ranking officials.
In view of the Decision of the Constitutional Court of Ukraine (CCU) No. 13-r/2020, the National Agency on Corruption Prevention (NACP) is deprived of the right to receive reports and conduct inspections of conflicts of interest.
Nevertheless, the NACP continues to receive reports from MPs of Ukraine and other individuals on the existence of conflicts of interest among high-ranking officials or violation of other restrictions related to corruption prevention.
