The Verkhovna Rada postpones the enactment of the Law of Ukraine “On Lobbying”

The Verkhovna Rada has postponed the enactment of the Law of Ukraine “On Lobbying” for 8 months. In accordance with paragraph 31 of the Final Provisions of the Law of Ukraine “On the State Budget of Ukraine for 2025” dated 19.11. 2024 No. 4059-IX (effective as of January 1, 2025), amendments were made to Section III “Final Provisions” of the Law of Ukraine “On Lobbying ‘ (entered into force in March 2024), These amendments stipulate that the Law ’On Lobbying” shall enter into force no later than September 1, 2025, and the establishment and operation of the Transparency Register shall be ensured within 14 months from the date of entry into force of the Law, i.e. in May 2025.

The National Agency supports the adopted changes, as the postponement of the Law's entry into force allows for a broad information campaign to explain the provisions of this Law and the specifics of its application.

NACP, with the support of the Pro-Integrity project, funded by USAID and UK International Development also continues to work actively on the creation of the Transparency Register as the main tool for implementing lobbying. The winner of the procurement of services for the creation of the information and communication system “Transparency Register” was determined - Private Joint Stock Company “Center of Computer Technologies ‘INFOPLUS’. The details of the technical documentation and design of the registry are currently being finalized.

As a reminder, on October 16, the Government adopted a resolution “Some Issues of Establishment and Functioning of the Transparency Register”, by which it approved the Regulation on the Transparency Register, and in early October 2024 approved the Rules of Ethical Conduct for Lobbying Entities developed by the NACP.

At the 98th plenary meeting of the Group of States against Corruption (GRECO), the supplement to the Second Report on Ukraine's implementation of GRECO recommendations made during the Fourth Evaluation Round was approved. Among the recommendations implemented by Ukraine is the regulation of lobbying activities.
