Transparency Register launched: features, functions and registration requirements

Today, 1 September 2025, the Law of Ukraine “On Lobbying” (hereinafter – the Law) comes into force, establishing the legal framework for developing a transparent and responsible lobbying culture, setting rules for influencing the legislative process, and ensuring accountability to society. Simultaneously with the entry into force of the Law, the National Agency on Corruption Prevention (NACP) launches the key tool for its implementation — the Transparency Register (hereinafter – the Register) — an open public platform that collects, processes, and publishes data on lobbying entities and their reporting.

The launch of the Register means that persons engaging in lobbying — influencing or attempting to influence, including public authorities, regarding the adoption of regulatory acts in the interests of beneficiaries or themselves — are required to obtain the status of a lobbying entity. This can be done (subject to the restrictions provided in Part 4, Article 10 of the Law) by:

  • a natural person with full legal capacity;
  • a legal entity registered under the legislation of Ukraine;
  • a foreign legal entity with a representative office in Ukraine in accordance with the Law of Ukraine “On Foreign Economic Activity.”

A person wishing to obtain the status of a lobbying entity must submit to the Register the information required by law. This is done by completing the relevant registration form available after authorization.

The Register consists of two parts:

  • Public part — open to all users. It contains information about lobbying entities, their reports, statistics, dashboards, and informational materials (excluding restricted-access information);
  • Electronic cabinet — a personal workspace for registered users, where they can create and submit reports, update information about the lobbying entity, and manage their status.
    In the public part of the Register, anyone can search for and view information about lobbying entities and their reports, verify the accuracy of extracts generated by the Register, review statistical data and dashboards on lobbying, and access informational materials.

Using the Register, a person can obtain the status of a lobbying entity, prepare and submit reports, update data, change their status (terminate, suspend, renew, or re-obtain), receive extracts generated by the Register containing information required by law, and review certain documents submitted and received via the Register.

It is worth noting that the Register became the first information and communication system to undergo security authorization under new standards established by Ukrainian legislation, with the assistance of the State Service of Special Communications and Information Protection of Ukraine.

The creation of the Transparency Register was implemented with the support of the Digitalisation for Growth, Integrity and Transparency Project (UK DIGIT), implemented by Eurasia Foundation and funded by UK Dev.
