Yaroslav Lyubchenko became the new Deputy Head of the NACP
The head of the National Agency on Corruption Prevention (NACP) Oleksandr Novikov has appointed Yaroslav Lyubchenko as his deputy. Yaroslav will be responsible for the following areas of work at the NACP:
  • building integrity in the field of security and defense, local public authorities, using best practices and international standards of OECD, EU and NATO;
  • development of the institute of whistleblowers;
  • conducting anti-corruption expertises and minimizing corruption risks in various areas, in particular, during reconstruction.
"One of the best recruiting practices is to attract both internal and external candidates. In order to find the best candidate for this position, we even brought in one of the most prominent talent search firms for the private sector. Therefore, I am especially pleased that after a difficult selection, interviews, presentation of his vision of changes to the Agency and the work of the anti-corruption body, and testing, an internal candidate won for the first time. This is a sign that the employees of our team are growing, along with the Agency's projects. I am sure that in this position, Yaroslav will show all his strengths, use his experience and knowledge of the NACP in order to strengthen it", said Oleksandr Novikov, the Head of the NACP. Yaroslav's example shows that in Ukraine it is possible to build a career in the public sector, starting from the position of a specialist. In 2016, he became the chief specialist of the sector for the prevention and detection of corruption of the Main Territorial Department of Justice in the city of Kyiv. Then he worked as the chief specialist of the department of pre-trial settlement of disputes of the Office of Representation of State Interests in Foreign Jurisdictional Bodies of the Department for Judicial Work and Bankruptcy of the Ministry of Justice of Ukraine. Yaroslav was also a senior researcher at the Research Institute of State Construction and Local Self-Government of the National Academy of Legal Sciences of Ukraine. Yaroslav Lyubchenko started his career at NACP in 2020, working as the head of the legal department. Studied at programs on European integration, international law and public management abroad (Riga Graduate school of Law (Latvia), University of Tartu (Estonia), Lee Kuan Yew School of Public Policy (Singapore), Arbitration Academy (France) ) and others). He graduated from the Yaroslav Mudryi National Law University, majoring in law, where he received a master's degree. Later, he defended his thesis and received the scientific degree of Doctor of Philosophy in the field of law. He was born on August 19, 1991 in the Kirovohrad Region, Novoarchangelsk. Yaroslav Lyubchenko will cooperate with two other deputy heads of the NACP — Artem Sytnyk and Andrii Vyshnevskyi.
