The National Agency on Corruption Prevention (NACP) continues its systematic work to identify violations in the legislation regarding the prevention and settlement of conflicts of interest.
Thus, the NACP has prepared and sent to the National Police of Ukraine two substantiated conclusions on the commission of administrative offenses related to corruption under Article 172-7 of the Code of Administrative Offenses (violation of requirements on the prevention and settlement of conflicts of interest) concerning:
- Officials of the Starokostiantyniv City Council who made decisions about awarding bonuses to their relatives;
- The director of an educational institution of the Zdolbuniv City Council who appointed her son to a teaching position.
Additionally, the NACP sent to law enforcement agencies a conclusion regarding the actions of an official of the Audit Department of the Kyiv City Council’s Department of the Kyiv City State Administration (KCSA). While holding a civil service position, the official simultaneously held the position of director of a private company aimed at making a profit.
His actions exhibit signs of an administrative offense under part 2 of Article 172-4 of the Code of Administrative Offenses (violation of restrictions regarding incompatibility and combination with other types of activities).
Due to violations of Article 36 of the Law of Ukraine “On Prevention of Corruption,” the NACP issued orders to eliminate violations, conduct an official investigation, and hold those responsible accountable because the official had enterprises or corporate rights:
- To the directors of the Department of Culture and the Department of Internal Financial Control and Audit of the Kyiv City State Administration (KCSA);
- To the leadership of the State Agency of Ukraine on the Exclusion Zone Management.
The results of the Agency’s work in the field of conflict of interest for June 2025 can be found at the link.
