The overall implementation rate of the State Anti-Corruption Program (SAP) for 2023–2025, scheduled for completion by December 31, 2025, stands at 74.6%. These figures come from the quarterly monitoring results conducted by the National Agency on Corruption Prevention (NACP).
As of the end of Q4 2025, government agencies have:
- Fully or partially implemented 743 measures (74.6% of the total measures due);
- Failed to implement 253 measures (25.4% of the total measures due).
An additional 139 measures were not subject to implementation for objective reasons. These primarily include measures that can only be executed after the end of martial law, as well as those contingent upon specific legal facts or events, such as the entry into force of certain legislation.

“The rate of nearly 75% of SAP measures implemented is a result that demonstrates the state's comprehensive, systemic, and coordinated efforts to achieve maximum anti-corruption impact. For comparison, in countries with anti-corruption strategic documents, the average implementation rate is around 58%. Thus, Ukraine is already demonstrating results that significantly exceed this figure. At the same time, Ukraine continues to consistently execute the Program and will further work on eliminating factors that hinder its full implementation,” noted Dmytro Kalmykov, Deputy Head of the NACP.
Compared to the Q3 2025 monitoring results, the number of implemented (fully or partially) measures increased by 196 (a growth of 17.3% of the total SAP measures). This Q4 2025 figure showed the highest dynamics throughout the entire period of the Program's implementation and quarterly monitoring. This positive trend is largely due to the completion of “ongoing” and “periodic” measures that were carried out continuously or regularly during 2023–2025. Examples include quarterly reporting to the Government, Parliament, and the President of Ukraine on SAP implementation results, or ensuring the publication of quarterly monitoring results on the official NACP website.
In previous reporting periods, such measures were assessed based on their "progress" without a final result being determined. Since most of them had a completion deadline of December 2023, the Q4 monitoring involved a final assessment of the achieved implementation results.
It is also worth noting that during this monitoring phase, the status “in progress” was not applied to the SAP (and will no longer be used going forward). This is due to the fact that the deadlines for all measures scheduled for completion by December 2025 have expired. Consequently, during the Q4 2025 monitoring, only four statuses were used: “implemented,” “partially implemented,” “not implemented,” and, as an exception, “not subject to implementation.”
To ensure the continuity of anti-corruption activities across all public institutions and a smooth transition from the current Program to the State Anti-Corruption Program for the next period, the Cabinet of Ministers of Ukraine extended its term at the end of 2025 until the next State Anti-Corruption Program for 2026–2030 enters into force.
In view of this, the NACP will continue to implement the measures assigned to the Agency itself, as well as monitor and coordinate the implementation of measures by other institutions. It will also continue to inform the Government, Parliament, and the President of Ukraine on the status of state anti-corruption policy implementation and existing challenges.

Reference: On March 4, 2023, the Cabinet of Ministers of Ukraine approved the State Anti-Corruption Program for 2023–2025 – a document that defines a system of specific anti-corruption measures aimed at implementing the Anti-Corruption Strategy for 2021–2025 and covers a wide range of public policy areas. On March 13, 2023, the text of the Program was published on the Government website. On December 31, 2025, the Cabinet of Ministers of Ukraine adopted a resolution “On Extending the Term of the State Anti-Corruption Program for 2023–2025.”
