Results of the NACP's work in 2025: special verifications of public servants and control over timely filing of declarations

The National Agency on Corruption Prevention (NACP) is one of ten state bodies authorised to conduct special verifications on candidates for public service positions.

During 2025, the NACP's Department of Conducting Special Verifications and Control over Timely Filing of Declarations (the Department) processed almost 16,700 requests for special verifications. As a result, the declarations of 1,272 candidates for office were found to contain signs of inaccurate information amounting to UAH 3.55 billion. Consequently, 219 candidates for office whose integrity was in doubt and whose explanations were not deemed reasonable by their employers were refused appointment to office.

«The resumption of special verifications, which was carried out by parliament in 2023 and required them to be carried out on all officials appointed to positions after the introduction of martial law in Ukraine, significantly complicated and slowed down the appointment of a significant number of public servants. In 2025, the negative consequences of this decision were largely overcome. The complete resolution of the existing problems will be facilitated, in particular, by the adoption by Parliament of Bill No. 14035 of 11 September 2025, which will allow special verifications not to be repeated in the event of the reappointment of an official in the course of reorganisation, transfer or promotion,» said Oleksandr Shulga, head of the Department of Conducting Special Verifications and Control over Timely Filing of Declarations at the NACP

Special verifications of candidates for positions are a tool for ensuring transparency and accountability in the public sector. They are aimed at preventing individuals who, in particular, do not have the appropriate level of education for the position, declare assets whose value does not correspond to their legal income, or have filed false information and documents for appointment, from taking up positions. The NACP is also a key link in the mechanism for monitoring the timely filing of declarations by persons authorised to perform state or local self-government functions. This important task, primarily carried out by authorised departments for the prevention and detection of corruption, aims to ensure the timely filing of all declarations specified by the Law of Ukraine ‘On Prevention of Corruption’ by all public servants subject to this obligation. Various types of liability are designed to encourage officials to fulfil their obligation to declare properly.

Based on the results of monitoring the timely filing of declarations in 2025, the Office:

  • referred 129 cases of intentional failure to fill the declarations (Article 366-3 of the Criminal Code of Ukraine) for pre-trial investigation;
  • drew up 248 reports on administrative offences related to corruption based on the facts of late filing of declarations (Parts 1 and 2 of Article 172-6 of the Code of Ukraine on Administrative Offences).

The Agency forwarded information on 10,900 declarants who filed their declarations late to the National Police for action within their competence.

«As a result of the 2024 declaration campaign, anti-corruption officials recorded more than 11,000 cases of failure to fill and late filing of declarations. The task of the NACP in 2026 is to guide this category of officials towards strengthening preventive measures to reduce cases of non-filing of declarations,» concluded Oleksandr Shulga
