Deputy Chief of Staff of the National Agency on Corruption Prevention
Born on July 20, 1979 in Kharkiv.
From September 2017 to June 2018 – Stanford University (California), visiting scholar. Oleksandr Starodubtsev was one of the first participants in the "Ukrainian Emerging Leaders Program" at Stanford University (USA).
In January 2006 - June 2007, studied at the Kyiv-Mohyla Business School, where he obtained a master's degree in business administration (MBA).
In 1996-2002, he studied at the National Technical University – «Kharkiv Polytechnic Institute», where he received a specialist diploma with honors in the specialty "Financial Management".
Professional activity
On May 12, 2020, he was appointed to the position of Deputy Chairman of the NACP, from May 2022 - Deputy Chief of Staff of the NACP. Oleksandr Starodubtsev is responsible for the following areas of the NACP’s work:
- coordination of the HR department;
- digital transformation;
- educational work.
From November 2019 to March 2020, he headed the National Agency of Ukraine on Civil Service.
April 2015 - August 2017 - Director of the Public Procurement Regulation Department of the Ministry of Economic Development and Trade of Ukraine.
One of the initiators of the public procurement reform Prozorro, co-founder of the civic platform "New Country" and the educational initiative "Maidan Open University".
