The Head of the National Agency on Corruption Prevention (NACP) held a series of bilateral meetings during his working visit to Estonia. Mr. Novikov discussed challenges and plans for the digitalization of most state processes in Ukraine with the Minister of Justice of Estonia and representatives of e-Estonia. In addition, Oleksandr Novikov spoke at the 8th Global Summit of the Open Government Partnership (OGP) in Tallinn on a panel dedicated to national anti-corruption strategies. "Estonia is a country that has become a true role model in fighting corruption and building integrity, in particular through the introduction of digital tools. When developing its Anti-Corruption Strategy until 2025, Ukraine was guided by Estonia's experience. Now we are already implementing the State Anti-Corruption Program (SACP) to implement the Strategy, which also provides for the creation of dozens of new state IT solutions," said the NACP Head during a meeting with the Minister of Justice of Estonia, Kalle Laanet. The Minister of Justice of Estonia, Kalle Laanet, added that it is important for every democratic society to have zero tolerance for corruption. "I am pleased to hear that Ukraine is implementing tools and values that will help avoid the risks of corruption and increase transparency in the public administration sector," the Minister said. The Head of the NACP also met with representatives of the Estonian Center for Electronic Administration Systems e-Estonia, where he spoke about plans to use artificial intelligence to verify officials' declarations. "Ukraine is one of the leaders in the implementation of anti-corruption IT solutions, in particular thanks to our world's largest Register of Declarations, the innovative POLITDATA Political Party Reporting Register, and many other products that have already proven their effectiveness. We are currently exploring the possibilities of using artificial intelligence's algorithms to verify officials' declarations in the near future. This should significantly enhance the capacity of the Registry and prevent any errors related to human error or corruption," emphasized Novikov. As part of the Open Government Partnership (OGP) Summit, the NACP Head met with OGP Director General Sanjay Pradhan and spoke at the panel "Breaking Stereotypes: National Anti-Corruption Strategies". He emphasized that it would be possible to build a system of integrity in the country only by digitalizing most of the government processes. He also said that SACP provides for the creation of 63 IT products aimed at the digital transformation of the state. It is worth reminding that NACP Head Oleksandr Novikov, together with Deputy Prime Minister for Innovation, Education, Science, and Technology - Minister of Digital Transformation Mykhailo Fedorov, head the Interagency Working Group on the implementation of measures in the field of digitalization of the State Anti-Corruption Program for 2023-2025 (SACP). This is a temporary advisory body of the Government established to ensure the implementation of digitalization measures envisaged in the SACP. For reference.
