Ukraine is sharing best practices in building an integrity system at the United Nations (UN)

The Ukrainian delegation, led by the Head of the National Agency on Corruption Prevention (NACP), Oleksandr Novikov, has arrived at the 10th session of the Conference of States Parties to the United Nations Convention against Corruption.

Ukraine is ready to present its innovative system of digital tools for building integrity to the world.

"The purpose of this visit is to demonstrate Ukraine's leadership in implementing digital tools for corruption prevention, and most importantly, our readiness to share best practices with partners. Our support depends on the trust of our partners, so Ukraine is ready to guarantee transparency and accountability in all processes related to the use of aid and post-war reconstruction through the development of an integrity system and digitization," emphasized the Head of the NACP, Oleksandr Novikov.

According to the Deputy Head of the delegation, the Minister of Justice of Ukraine Denis Malyuska, the Government-approved State Anti-Corruption Program for 2021-2025 demonstrates that combating corruption remains one of society's main demands and a priority for the Ukrainian Government.

As noted by the Head of the Committee on Anti-Corruption Policy of the Verkhovna Rada of Ukraine, Anastasia Radina, the Parliament continues to enact all necessary laws to strengthen Ukraine's anti-corruption policy. "Expanding the staff of the National Anti-Corruption Bureau of Ukraine, enhancing the independence of the Specialized Anti-Corruption Prosecutor's Office, and increasing the powers of the NACP demonstrate the unwavering legislative support for anti-corruption bodies and their activities by the Verkhovna Rada," added Anastasia Radina.

The Director of the National Anti-Corruption Bureau of Ukraine Semen Kryvonos added that the increase in NABU's staff should significantly enhance the institutional capacity of the organization, impacting both NABU's work results and the level of societal trust.

The Head of the ARMA, Olena Duma, emphasized that ARMA remains an integral part of Ukraine's anti-corruption infrastructure, approved by international partners.

"We already demonstrate both nationally and internationally a shared vision of all anti-corruption bodies regarding the fight against corruption and develop new mechanisms for civil asset confiscation," noted Olena Duma.

She also added that ARMA supports a policy of integrity and transparency, evidenced by public access to the Unified State Register of Arrested Assets, approval of new procedures for selecting managers, and the transparent implementation of arrested assets, including abroad. Such an approach is not only part of the fight against corruption and holding criminals economically accountable but also strengthens the country's defense capability, bringing victory closer and contributing to Ukraine's recovery.

Deputy Head of the NACP Iaroslav Liubchenko emphasized the importance of building an integrity policy not only at the state level but also in the private sector. To this end, members of the Ukrainian delegation have already begun presenting the developed by the NACP  "Guide for Top-Managers" to representatives of other countries. This guide will help any organization worldwide transform its management system into an effective and ethical one.

At the conference, U.S. Secretary of State Antony Blinken stressed the importance of uniting the efforts of all world states in the fight against the global threat to world security – corruption. He reminded of President Joe Biden's principled position on zero tolerance for corruption and the approved U.S. Strategy to Counter Corruption, outlining a nationwide approach to strengthening global anti-corruption efforts. Additionally, the U.S. Permanent Representative to the UN Linda Thomas-Greenfield delivered welcoming remarks at the conference.

Today, the Head of the NACP is also expected to speak at the plenary session of the conference, where he plans to call on participating states to unite around the values of integrity to ensure global security.

It is worth noting that on Wednesday, as part of the conference, the event "Ukraine Integrity Ecosystem: War and Post-War Recovery" will take place. Ukrainian representatives will provide conference participants with more detailed information about Ukraine's successes in combating corruption. Among the speakers are the Head of the NACP,  the Head of the Committee on Anti-Corruption Policy of the Verkhovna Rada of Ukraine, Anastasia Radina, Deputy Executive Director for Legal Affairs at Transparency International Ukraine Katerina Ryzhenko, President of the East Europe Foundation Viktor Liakh, Chairwoman of the Analytical Center "Institute of Legislative Ideas" Tatiana Khutor, and consultant to the Basel Institute Juhani Grossmann.
