Gavary Group is on the list of sanctions targets
The National Agency on Corruption Prevention (NACP) has included the Russian Gavary Group in the list of sanctions targets. The company is among the TOP-10 suppliers of polymer products in the Russian Federation, works for the Russian military-industrial complex and continues to supply its goods to a number of European countries. Gavary Group produces a wide range of polymer products: from mats for cars to cable and conductor covering and vibration isolation materials for railway tracks. In particular, until February 24, 2022, Gavary's partners were Russian Railways and the Moscow Underground. In 2016, the company was recognized at the federal level for its significant contribution to the process of import substitution in the Russian Federation. After the start of the full-scale Russian invasion of Ukraine, the company worked for the Russian military-industrial complex. Gavary Group publicly stated that it supplies its products to the sanctioned Kalashnikov concern, which is a manufacturer of combat automatic and sniper weapons, as well as guided artillery shells. EVA polymers from Gavary are also used in the production of special shoes, body armor and helmets for Russian soldiers. Gavary Group openly supports Russia's war against Ukraine and supplies Russian soldiers with warm insoles and shoes made of EVA polymers of its own production. Gavary brand cartridges are sold in millions of batches and go to the front. At the same time, the company continues to supply its goods to the European market: in particular, to Germany, Poland, the Baltic countries and Switzerland. For this, it uses a wide network of subsidiary companies both in the territory of the Russian Federation and in the territory of EU member states. In Latvia, natives of Russia own a shell company Softteh LLC. Similarly, Gavary Group continues to cooperate with foreign suppliers of raw materials. Since the beginning of the full-scale invasion, the company has imported over $9 million worth of raw materials. Among the main suppliers are German, American, French, Belgian and Spanish companies.
«The Russian military-industrial complex consists of thousands of companies that impersonate civilians and cooperate with Western markets, selling conventional car mats. We will be able to stop the operation of the Russian military machine only when Ukraine and our partners in the sanctions coalition expose and block the activities of all such companies. This requires new personal and sectoral sanctions, as well as constant harmonization of sanctions regimes» – says Agiya Zagrebelska, the head of the direction of minimization of corruption risks in the sanctions policy of the NACP.
Currently, the NACP has launched a sanctioning process against Gavary Group - data about the company has been submitted for consideration by the Interdepartmental Working Group on the implementation of sanctions policy (IWG). The role of the NACP in sanctions policy is defined in the Individual Sanctions Roadmap developed by the Stanford International Working Group on Russian Sanctions.
