NACP initiates an independent performance assessment and calls for the formation of an international commission

The Head of the National Agency on Corruption Prevention (NACP), Viktor Pavlushchyk, has appealed to international development partners and the Cabinet of Ministers of Ukraine to launch a procedure for conducting an external independent assessment of the Agency’s performance for 2022-2025.

Under the Law of Ukraine “On Corruption Prevention,” the NACP is required to undergo an independent external evaluation every two years. However, for more than four years – since January 1, 2022 – the Agency’s work has not been subject to such an assessment.

An independent evaluation is an important accountability tool that enables international partners, public authorities, and society to obtain a comprehensive and objective analysis of the institution’s effectiveness.

“The independent assessment of the NACP’s performance for 2020–2021 served as an important guide for the institution’s development – most of its recommendations have already been implemented. At the same time, the Agency’s work has not undergone such an evaluation for over four years, and this needs to be addressed. The Agency’s activities in 2022–2025 must also be objectively assessed by an independent commission. This is necessary both for the NACP’s further institutional development and for ensuring transparent evaluation of our work by international partners and society,” the Head of the NACP noted.

The new assessment is intended to cover the 2022–2025 period and will allow for:

  • summarising NACP activities in 2022–2023;

  • conducting an independent evaluation of the Agency’s effectiveness during the initial years of the new leadership;

  • obtaining recommendations for further institutional development and for updating the NACP Institutional Development Strategy.

The procedure for launching an external assessment involves several stages. The first step – approval of the evaluation criteria and methodology – has already been completed: the relevant resolution was adopted by the Cabinet of Ministers of Ukraine in 2020. The next step is for the Cabinet of Ministers to determine the list of donors that have provided Ukraine with international technical assistance in the field of corruption prevention and counteraction over the past two years, and for these donors to submit their proposals for candidates to serve on the Commission. The following step is for the Government to appoint a three-member Commission and ensure its functioning with the support of the Cabinet of Ministers’ Secretariat.

The NACP has reached out to partners who have provided Ukraine with international technical assistance in the field of corruption prevention and counteraction, inviting them to nominate candidates for the Commission.

Once these proposals are received, the Cabinet of Ministers of Ukraine will be able to form the three-member Commission and ensure its effective operation.

The NACP remains open to an independent assessment and is ready to fully facilitate the Commission’s work, including by promptly providing all necessary information and documentation.
