Corruption Perceptions Index 2023: Ukraine improves its score by 3 points

Ukraine received 36 out of 100 points in the Corruption Perceptions Index for 2023, adding 3 points. These data were published today by Transparency International Ukraine.

We now rank 104th among 180 countries. 

Ukraine's growth by 3 points is one of the best results in the world over the past year. 

In total, over the past 10 years, Ukraine has added 11 points, which is the largest increase among the countries that currently have the status of EU candidates.

Last year, Ukraine gained 33 points (+1 point) and ranked 116th. 

The study covers the period from February 2021 to September 2023. The country's score increased significantly during the Great War.

Experts of Transparency International Ukraine highlight the key events that influenced the result: 

Adoption and implementation of the Anti-Corruption Strategy and the State Anti-Corruption Program (SACP);

intensification of detentions and investigations in top corruption cases; 

conducting the majority of procurements in Prozorro.

"One of the factors that contributed to Ukraine's rating increase is the adoption and launch of the Anti-Corruption Strategy for 2023-2025 based on the previously adopted State Anti-Corruption Strategy. Our next step is to ensure high-quality implementation of the SACP by all government agencies. The period under review did not include the resumption of mandatory declaration and reporting by political parties, verification of declarations, and the launch of the  Unified Whistleblower Reporting Portal. These developments should have a positive impact on Ukraine's position in the ranking, which will be calculated based on the results of 2024," said Iaroslav Liubchenko, Acting Head of the NACP.

"The issue of preventing corruption in Ukraine and building integrity is a key one for our international partners. The success of this track directly affects Ukraine's accession to the EU, NATO and the OECD, the trust of international partners, and economic and military support, respectively.

The global leaders of the Corruption Perceptions Index 2023 have hardly changed. Denmark tops the list with 90 points. Finland ranks second with 87 points, followed by New Zealand with 85 points and Norway with 84 points.

For reference: The Corruption Perceptions Index (CPI) is the most famous indicator of the level of corruption perception in a country. It is calculated by Transparency International on the basis of research by reputable international institutions and research centers.

The key indicator of the Index is the number of points, not the place in the ranking. The lowest score (0 points) means that corruption actually replaces the state, while the highest score (100 points) indicates that corruption is almost absent in society.
