The National Agency on Corruption Prevention (NACP) comments on the information circulated regarding the alleged unlawful absence of publication of information on the initiation and results of the full verification of the declaration of the former Head of the Office of the President of Ukraine.
We inform that on 3 February 2025, the NACP initiated a full verification of the declaration of the official, selected using a risk-based approach, of which he was notified in his personal account in the Declarations Register, as required by the Procedure for conducting a full verification of a declaration of a person authorized to perform the functions of the state or local self-government, approved by the NACP Order No. 26/21 of 29 January 2021 (as amended) (hereinafter – the Procedure). This notification was marked as read on 3 February 2025, i.e., on the day the verification was initiated.
On the same day, the NACP received a letter from a state authority regarding the need to carry out financial control measures concerning the declarant subject to restrictions on the dissemination of access to such information due to the application of protection measures in respect of him. This letter served as the basis for not publishing information about the initiation of the verification on the NACP website.
During the verification, the NACP addressed law enforcement agencies, including the National Anti-Corruption Bureau of Ukraine, the Office of the Prosecutor General, and the National Police of Ukraine, which reported the absence of information that could be used for conducting the verification.
On 16 May 2025, the NACP completed the verification based on the available data. The results established the declaration of inaccurate information; however, no indications of declaring false information, illicit enrichment, or unjustified assets were identified. No materials from law enforcement agencies that could serve as grounds for conducting a repeated full verification were received by the NACP. The report was not published on the NACP website due to the restrictions specified in the aforementioned letter.
The report on the results of the full verification of the declarations was sent to the declarant via his personal account in the Declarations Register, which he reviewed on 20 May 2025, as confirmed by the relevant mark. The original hard copy of the report was sent by post and was returned to the NACP on 4 June 2025 due to the expiration of the storage period (currently held by the NACP).
Following the dissemination in the media of information about the declarant’s dismissal from office, the Agency, on its own initiative, addressed the aforementioned state authority to obtain information on whether the above-mentioned restrictions remained in force. Upon receiving a response that they had been lifted, the NACP immediately published on its official website information about the full verification of the declaration, placing the relevant report.
We remind that the procedure for publishing the results of full verifications is regulated by the Procedure. At the same time, the legislation does not oblige the NACP to publish information about the initiation of a full verification of a declaration.
