After the reboot, the NACP has made progress in its work – a report of the European Commission
The European Commission published an annual report on the implementation of the Association Agreement between Ukraine and the European Union. The report states that since the reboot of the National Agency on Corruption Prevention (NACP) in 2020, there has been progress in its work. “After the reboot, the NACP has made progress in its work. In order for the e-declaration system to be effective, the Agency should ensure the verification of annual declarations of income and assets of officials. The NACP was granted access to all relevant registers and databases. The NACP received more than 900,000 declarations by the end of May, the deadline for submission of declarations in 2020. The Agency was engaged in establishing a system for monitoring the financing of political parties,” the report states. The European Commission also noted that the opportunities for further development of the NACP were called into question by the Decision of the Constitutional Court of Ukraine. “However, on October 27, the Constitutional Court of Ukraine declared the provisions of anti-corruption legislation in Ukraine concerning the system of e-declaration of officials and politicians, as well as the main powers of the NACP, unconstitutional. Following the Decision of the CCU, on October 29, the Cabinet of Ministers issued an Order to restore some powers of the NACP,” the European Commission stressed. The report also noted the development by the NACP of the Anti-Corruption Strategy, which the Verkhovna Rada of Ukraine is to consider in the second reading. “In June, the NACP began developing a new Anti-Corruption Strategy for Ukraine for 2020–2024, for the implementation of which a state Program will be drawn up in the future; this Strategy was approved by the Cabinet of Ministers in September and sent to Parliament for consideration,” the report states.
