Joakim Frendin: NATO is ready to continue cooperation with Ukraine and mobilize the necessary resources to build integrity in the defence sector

The National Agency on Corruption Prevention (NACP) discussed the results of the activities of state executive bodies in the implementation of the tasks set out in NATO's Initial Interoperability Requirement 0204 ‘Building Integrity’ (Initial Requirement 0204). In addition, participants presented best practices in the field of integrity building aimed at implementing international security and defence standards.

It should be noted that the NACP has been designated as Ukraine's National Coordinator for Cooperation with NATO in the field of integrity building. In the spring of this year, the National Agency presented a unified action plan to implement NATO recommendations on integrity in the security and defence sector. 

“Today's event highlights that joint efforts contribute to achieving effective results in such a complex and important area as building integrity and preventing corruption,” said Viktor Pavlushchyk, Head of the National Agency, at the beginning of the event

Marta Ivashkiv, Acting Head of the Integrity Policy Development Department in the field of security and defence at the NACP, presented to the audience the progress made by the bodies that are part of the security and defence sector in implementing measures under tasks 1, 2 and 4 of Initial Requirement 0204, which concern:

  • the implementation of anti-corruption legislation in the defence and security sector;
  • the introduction of comprehensive anti-corruption programmes that include NATO recommendations on integrity development provided in the 2019 Report;
  • the delivery of training courses and educational programmes on integrity development.

In addition, according to Marta Ivashkiv, the NACP is not only the National Coordinator for the implementation of the tasks set out in Initial Requirement 0204, but is also directly involved in their implementation. With this in mind, the NACP has identified priority projects aimed at building integrity in the field of security and defence.

“Building integrity requires coordination and close cooperation between all participants. I would like to express my gratitude for organizing this event, which will undoubtedly contribute to the proper implementation of the tasks set out in NATO Initial Requirement 0204. For our part, we confirm our readiness to cooperate and mobilize the necessary resources to ensure the proper implementation of the tasks set,” emphasized NATO Headquarters representative Joakim Frendin, Head of the Integrity Development Team.

The event was held with the support and participation of the National Agency's long-standing partners in the implementation of NATO recommendations and international standards, including NATO Headquarters, the NATO Representation in Ukraine, the Centre for Integrity in the Defence Sector (CIDS) at the Norwegian Ministry of Defence, and the Geneva Centre for Security Sector Governance (DCAF).
