NACP presented a unified action plan to implement NATO recommendations on integrity in the security and defence sector

The National Agency on Corruption Prevention (NACP) has developed a coordinated action plan to implement NATO recommendations provided under Objective 0204 ‘Building Integrity’ of Ukraine's NATO Interoperability Roadmap. This document is a joint effort of all parties involved, as NACP collected proposals from 21 state bodies on measures that will contribute to the consistent and effective implementation of NATO recommendations and the achievement of interoperability. This is the implementation of the Agency's coordinating role in building integrity in the security and defence sector, as defined by the National Coordinator for Ukraine's Cooperation with NATO in the Field of Integrity Building by Presidential Decree No. 344/2023.

This was noted by NACP Head Viktor Pavlushchyk during a working meeting with representatives of the NATO Representation in Ukraine, the Centre for Integrity in the Defence Sector at the Norwegian Ministry of Defence (CIDS), the Government Office for Coordination of European and Euro-Atlantic Integration, the Ministry of Defence of Ukraine, other security and defence sector bodies and stakeholders.

‘We are ready to ensure full coordination and synchronisation of all processes at a high level for the effective implementation of NATO recommendations identified in the Integrity Building Goal,’ said NATO Headquarters representative Joakim Frendin (Head of the Integrity Development Team / Governance and Institutions, Defence and Security Cooperation Division, Operations Division).

Interoperability Goal 0204 ‘Integrity Development’ of the NATO Initial Requirements for Interoperability for Ukraine includes, among other things:

  • raising awareness of ethical standards in the security and defence sector;
  • introducing effective anti-corruption practices;
  • ensuring transparency in the recruitment and assessment of human capital;
  • introducing full automation of the personnel management system.

The participants discussed a draft unified action plan for the implementation of tasks and agreed on the next steps to further introduce policies and procedures to prevent the misuse of resources in all functional areas, promoting the principles of integrity, transparency and accountability, as well as developing the relevant institutional capacities to reduce corruption in the security and defence sector.
