The National Agency on Corruption Prevention (NACP) supports the President's veto of the law on the restoration of the declaration (No. 9534). The Agency emphasizes that the opening of the register of declarations of public officials should take into account security issues related to possible threats to military personnel and their families, as well as to persons in the temporarily occupied territories (TOT). In occupied Mariupol, Berdiansk, Henichesk, and Melitopol alone, more than 17,000 declarants (excluding their family members) have been registered.
The NACP also calls for a veto of the law "On Amendments to the Code of Ukraine on Administrative Offenses and Other Laws of Ukraine on Improving the Procedure for Bringing to Responsibility Persons Authorized to Perform State or Local Government Functions" (No. 9587-d). The NACP proposes not to amend Article 59 of the Law of Ukraine "On Prevention of Corruption". These amendments hide the data from the Unified Register of Persons Who Committed Corruption and Corruption-Related Offenses from the public. In particular, they provide for the removal of information about more than 10,000 people convicted of corruption-related offenses. This will allow such persons to participate in procurement, which threatens the integrity of Ukraine's recovery and the needs of the Armed Forces, as well as to get into government and judicial positions. As a reminder, the texts of both laws, signed by the Chairman of the Verkhovna Rada of Ukraine, appeared on the Parliament's website on the morning of September 12. The President immediately issued a statement on his veto of Law 9534.
