The Deputy Head of the NACP became the National Coordinator for cooperation between Ukraine and NATO on building integrity
The Deputy Head of the National Agency on Corruption Prevention (NACP) Yaroslav Lyubchenko was appointed by the Decree of the President of Ukraine No. 344/2023 of June 20, 2023 as the National Coordinator for Ukraine's cooperation with NATO in the field of building integrity. From now on, as a member of the Commission for the Coordination of Euro-Atlantic Integration of Ukraine, the representative of the NACP will be responsible for the coordination of the NATO-led Integrity Building Program (NATO BI Program). It provides practical tools to help participating countries and partners strengthen integrity, transparency and accountability, and reduce the risk of corruption in the security and defense sector. Within the framework of the cooperation of NAKC with the NATO VI Program, it is planned to:
  • the involvement of NATO BI experts during the coordination of the implementation of the State Anti-Corruption Program for 2023-2025;
  • implementation of NATO recommendations based on the assessment of institutions of the security and defense sector regarding the identification of corruption risks, previously conducted by the BI Program;
  • strategic analysis of corruption risks in the security and defense sector.
The NACP is deeply convinced that transparent and accountable defense institutions under democratic civilian control are a guarantee of stability and play an essential role in international cooperation in the field of security. At the same time, corruption and ineffective governance pose a threat to security, as they undermine the foundations of democracy, the rule of law, economic development, public trust in defense institutions, and negatively affect defense capabilities. "One of the main tasks of the NACP in the security and defense sector is to ensure integrity, accountability and transparency, which fully corresponds to the goals of the NATO BI Program. Its implementation in Ukraine acquires special importance in the conditions of large-scale armed aggression of the Russian Federation", - said Deputy Head of the NACP Yaroslav Lyubchenko. He emphasized that the implementation of the principles of integrity is one of the main tasks of the NACP, which is directly related to effective governance. Affirmation of these norms and values in the field of security and defense is currently critically important for the victory of Ukraine and ensuring peace.
