The NACP promotes unified approaches to implementing NATO recommendations in the field of defense procurement

The National Agency on Corruption Prevention (NACP), together with other state bodies and institutions, continues its work on implementing NATO international standards for building integrity in the security and defense sector.

The NACP hosted the inaugural meeting of the Coordination Group on the implementation of the recommendations of the Strategic Review of Ukraine’s defense procurement system (the coordination group). It should be recalled that the NACP, together with representatives of other government agencies, the Verkhovna Rada of Ukraine, and NATO experts, took an active part in developing these recommendations.

As a result of the Coordination Group meeting, a management board was elected to oversee the overall coordination of the implementation of the mentioned NATO recommendations. The Head of the coordination group is Oleksandr Osadchyi, deputy Director of the department - Head of the procurement directorate of the Ministry of Defense Procurement department. Marta Ivashkiv, acting Head of the division for integrity policy development in the security and defense sector of the NACP, was elected Deputy Head.

The Coordination Group also includes representatives of the Government Office for the Coordination of European and Euro‑Atlantic Integration of the Secretariat of the Cabinet of Ministers of Ukraine, Ministry of economy, environment and agriculture of Ukraine, and the NATO Representation to Ukraine. In addition, representatives of NATO member states - in particular, the Kingdom of Norway and the United Kingdom - took part in the meeting.

It is also worth noting that, in order to ensure the proper implementation of NATO recommendations, the distribution of authorities responsible for implementing each recommendation was approved during the meeting. NACP was designated as the body responsible for coordinating the implementation of a group of recommendations aimed at ensuring transparency, accountability, and integrity in defense procurement.

“The common goal of all members of the Coordination Group is to align Ukraine’s defense procurement system with the practices of NATO member states. Today’s inaugural meeting is an important step toward strengthening cooperation among all stakeholders to implement international standards and achieve interoperability between Ukraine and NATO. It will also serve as an example of systematic and constructive work that will help ensure integrity-based governance in the security and defense sector,” - emphasized Serhii Hupiak, Deputy Head of the NACP.

He also highlighted that defense procurement is among the five key problem areas in the defense sector identified in the Anti-Corruption Strategy for 2021 - 2025, and addressing these challenges requires a systemic and comprehensive reform of the sector.

“First of all, it is worth emphasizing that this meeting demonstrates the joint efforts of Ukraine and NATO aimed at improving the defense procurement system. Each stakeholder is doing their utmost within their competence, but we need a unified approach and a clear, measurable plan to ensure the harmonization and coordination of actions among all involved parties,”
- noted Marta Ivashkiv.

Simon Batt, Senior Defence Development Advisor of the Defence Advisory Support Section of the NATO Representation to Ukraine, welcomed the establishment of the Coordination Group, noting that it will serve as an analytical platform for implementing NATO recommendations, helping all participants to better track progress, priorities, and outcomes.

In turn, John Antisdel, Capability-Based Planning Advisor of the UK Armed Forces, highlighted the positive experience of developing and implementing a Unified Action Plan to fulfill NATO recommendations on integrity in the security and defense sector. In his opinion, applying a similar approach to implementing the Strategic Review recommendations — with clearly defined timelines and reporting mechanisms - will make the implementation process more systematic, consistent, and transparent.

Background: the Strategic Review is one of the flagship projects within the NATO Comprehensive Assistance Package for Ukraine, developed by Ukrainian experts jointly with experts from NATO member states. The document was approved at the Washington Summit in July 2024. The purpose of the Strategic Review is to align Ukraine’s defense procurement system with the best Euro - Atlantic practices and to strengthen NATO–Ukraine cooperation in defense procurement to enhance interoperability.

The NACP has been designated as the National Coordinator for Ukraine - NATO Cooperation in Building Integrity.
