For the purpose of ensuring the exercise by the National Agency of its powers in the field of building integrity within the security and defence sector, the National Agency has established the Department of Integrity Policy Making in the Security and Defence Sector (hereinafter – the Department).
Pursuant to the Decree of the President of Ukraine No. 344/2023 of 20 June 2023, the National Agency on Corruption Prevention has been designated as the National Coordinator for NATO-Ukraine Cooperation in Building Integrity.
Thus, the National Agency operates in the field of building integrity in the security and defence sectorб in particular through the implementation of international standards and NATO recommendations specifically by cooperating with international partners and coordinating the security and defence sector bodies involved in the implementation of these recommendations.
The Department conducts a strategic analysis of corruption risks in the security and defence sector with the aim of identifying such risks and developing recommendations for their mitigation; carries out anti-corruption expertise of draft legal acts in the field of security and defence submitted for consideration by the Verkhovna Rada of Ukraine or the Cabinet of Ministers of Ukraine; and provides methodological assistance to public authorities, authorities of the Autonomous Republic of Crimea, and local self-government bodies in identifying corruption risks in their activities and implementing measures to eliminate such risks, including the preparation and implementation of anti-corruption programmes.
The principal responsibilities of the Department are as follows:
1) Formulation, coordination, monitoring, and evaluation of the implementation of anti-corruption policy with respect to integrity in the security and defence sector;
2) Conducting research aimed at identifying, analysing, and assessing corruption risks in the security and defence sector;
3) Facilitating the adoption and implementation of international standards on integrity in the security and defence sector.
The Department is structurally composed of two divisions:
