NACP and EUACI develop methodologies for building the integrity of municipal enterprises
The National Agency on Corruption Prevention (NACP) and the EU Anti-Corruption Initiative (EUACI) have developed a methodology for building the integrity of municipal enterprises in the healthcare sector. The problem of integrity (efficiency) in municipal property management is one of the areas that requires a comprehensive approach to changing practices and legislative regulation of these issues. In particular, the reform of state and municipal property management is always the focus of attention for international partners. The reform of state property management launched in Ukraine has not yet led to similar changes in the management of municipal enterprises, which account for about 14 thousand (for comparison, 3.5 thousand state-owned objects). Therefore, municipal enterprises in each community need clear guidelines to increase their integrity, transparency, accountability, and, as a result, efficiency. This was the main motivation for the developed methodology, as it is essential to increase the institutional capacity of local governments to effectively manage municipal enterprises. The developed comprehensive approach will provide additional information that will form the basis for changing management processes and legislation governing the management of municipal property and, as a result, dramatically increase the level of capacity of such enterprises. The methodology is a thorough tool aimed at preventing corruption risks. The tool contains a clear list of key indicators for assessing the integrity of municipal enterprises in 8 areas of relations that need to be assessed:
  • General management;
  • Services;
  • Communications;
  • Corporate governance;
  • Ethical aspects;
  • Asset management;
  • Procurement;
  • Financial block.
At the initiative of the mayors of Zhytomyr and Chervonohrad, the integrity of medical municipal enterprises is being assessed. Based on the results of the assessment, risk minimization plans will be developed and implemented.  These tools can be useful for territorial communities, local council members, heads of municipal enterprises, authorized persons for the prevention and detection of corruption, and other professionals working to improve the efficiency of state-owned and municipal enterprises.
