Results of the NACP's work in 2025: Work of the contact centre and guidance departments

The Contact Centre of the National Agency on Corruption Prevention (NACP) provides ongoing consultations on asset declaration and conflict of interest resolution. User feedback helps the Agency improve its services, while technical issues regarding system operations can be directed to support@nazk.gov.ua.

Throughout 2025, the NACP Contact Centre received over 44,000 calls and processed more than 14.2 thousand emails.

Traditionally, the heaviest workload occurred during the final stages of the annual declaration campaign: in March 2025 alone, the "hotline" received nearly 21,000 calls. To strengthen the Agency's capacity in this area, over 75 employees from other financial control units with experience in handling declarations were involved in client consultations during this period.

“It is fundamentally important for us that every employee who verifies declarations or implements other financial control measures views the declaration process not only through the lens of an audit but also through the real, practical experience of the declarant. That is why, during peak loads, specialists from various units, including managers of different levels, are involved in the hotline's work. This approach enables a deeper understanding of problematic issues, facilitates the timely identification of areas for development in the declaration form or guidance, and promotes their prompt improvement. Thanks to our joint efforts, we managed to minimise the number of missed calls significantly. I am convinced that during the 2026 declaration campaign, we will work just as cohesively to ensure quality service and accessible consultations for the majority of declarants,” noted Serhii Hupiak, Deputy Head of the NACP.

The Contact Centre steadfastly adheres to high standards of service quality, as every consultation must be not only prompt but also meaningful and accurate. In 2025, over 95% of clients who received a telephone consultation rated it as "excellent" or "good".

Typically, after the conclusion of the declaration campaign, the Contact Centre analyses feedback from declarants regarding the use of the Register of Declarations, the Knowledge Base, and other supporting services. Last year, department staff analysed 3,367 questionnaires completed by declaring subjects after submitting documents to the Register of Declarations. Their feedback forms the basis for changes to the declaration form, helping to simplify its completion by declarants and reducing the workload on the involved NACP units.

Specifically, in 2025, the content of automated emails and notifications sent to users at various stages of working in the Register was updated: upon first login, while saving a draft, during document submission, etc.

When completing the relevant section of the declaration, the source of income is now automatically determined for most social assistance programmes ("Winter e-Support", "National Cashback", etc.); furthermore, drop-down lists in certain sections have been expanded, and tooltips for filling in fields and descriptions of possible errors have been updated for the convenience of their subsequent correction.

The Conflict of Interest Guidance Department of the Directorate for Developing Legal Positions on Declaration and Conflict of Interest Issues provided over 1.2 thousand pieces of guidance on the application of legislation regarding the prevention and resolution of conflicts of interest and compliance with other anti-corruption restrictions.

The NACP also improved the methodological recommendations on the application of certain provisions of the Law of Ukraine “On Prevention of Corruption” concerning the prevention and resolution of conflicts of interest and compliance with anti-corruption restrictions.

Updates primarily concern the clarification of conflict of interest issues regarding the work of close persons and remuneration—areas where public servants have the most questions.

The recommendations explain in greater detail how to act when close persons work in the same state body or at a state (communal) enterprise (institution, organisation). Practical examples have been added to them.

The updated methodological recommendations can be found in the NACP Knowledge Base (under the “Conflict of Interest” section), as well as in a handbook format.

The Declaration Guidance Department of the Directorate provided over 900 pieces of guidance in 2025. Additionally, due to changes in legislation, the Guidance on the Financial Integrity of Declarants was supplemented and updated three times. The current version of the Guidance is available via the link or in the Knowledge Base.

“The 2025 results demonstrate that systematic work to improve guidance and develop NACP services is gradually reducing the need for individual consultations. We are observing a downward trend in the number of enquiries and requests for guidance compared to previous periods, which indicates an increase in the clarity of the declaration form, guidance, methodological materials, and the declaration process as a whole. At the same time, every enquiry is a source of analytics for us and a basis for further changes and improvements. The coordinated work of our Directorate’s specialists allows us not only to provide prompt guidance but also to systematically refine regulatory and methodological tools,” commented Ilona Katushynska, Head of the Department for the Elaboration of Legal Positions on Declaration and Conflict of Interest.
