Full audits of declarations: three local council members in Khmelnytskyi region notified by National Police of suspicion of false declarations

Investigators from the Main Directorate of the National Police in the Khmelnytskyi region, based on the results of a full audit of declarations submitted to the National Agency on Corruption Prevention (NACP), have notified three local council members that they are under investigation under Article 366-2 of the Criminal Code of Ukraine (declaration of false information).

This refers to a deputy of the Kamianets-Podilskyi City Council, who did not declare assets worth over UAH 5.6 million and UAH 3.5 million in his declarations for 2021 and 2022. Among the undeclared property is a light aircraft worth UAH 4.7 million.

A member of the Slavuta City Council ‘forgot’ to indicate in his 2023 declaration non-residential premises, as well as financial assistance he provided in the amount of UAH 2 million. The total value of undeclared assets is almost UAH 7 million.

A deputy of the Shepetivka City Council did not indicate in her declarations for 2022 and 2023 the presence of funds in accounts worth UAH 3.8 million and her own corporate rights worth over UAH 753,000. The total value of undeclared assets is over UAH 9.2 million.

As a reminder, in the first six months of 2025, NACP completed 484 full audits of declarations, with violations found in 470 of the declarations audited, and in 60% of the declarations audited, signs of false information (signs of Article 366-2 of the Criminal Code of Ukraine or Part 4 of Article 172-6 of the Code of Administrative Offences of Ukraine), illegal enrichment, unjustified assets, and violations of restrictions established by law were found. In 12 declarations, signs of illegal enrichment amounting to UAH 454.1 million were found, in 17 - signs of unjustified assets amounting to UAH 81.8 million, in 253 - signs of declaring inaccurate information worth over UAH 2.1 billion, and signs of conflict of interest - in five declarants.

For comparison: according to the results of full audits of declarations completed in the first six months of 2021, signs of declaring inaccurate information, illegal enrichment, unjustified assets, and violations of restrictions established by law were found in in 17% of the declarations audited, and in the first six months of 2024, signs of such violations were found in 45% of the declarations audited.

Note: In accordance with Part 1 of Article 62 of the Constitution of Ukraine, a person is presumed innocent of a crime and cannot be subjected to criminal punishment until their guilt has been proven in accordance with the law and established by a court verdict.
