NACP completes automated verification of 2025 asset declarations

The National Agency on Corruption Prevention (NACP) has completed the automated verification of asset declarations submitted for 2025. During the declaration campaign (from January 1 to March 31, 2026), public officials submitted more than 634,000 declarations to the Unified State Register of Asset Declarations (Register of Declarations).

Of all declarations submitted for 2025, 607,708 were eligible for automated verification. A total of 244,659 declarations (40.26% of those eligible for automated verification) successfully passed the automated verification process.

Declarants received certificates confirming the successful completion of the automated verification in their personal electronic accounts in the Register of Declarations.

For comparison, the following numbers of declarations successfully passed automated verification during previous declaration campaigns:

  • 2021: 163,970 declarations (28% of those verified);
  • 2022: 143,169 declarations (26%);
  • 2023: 146,769 declarations (24%);
  • 2024: 241,284 declarations (40%).

The increasing number of declarations successfully passing automated verification may indicate both an improvement in the quality of declaration completion and the effectiveness of the NACP’s digital services. In particular, this concerns the "Data for Declaration" and "Auto-fill" features, which help declarants complete and submit their declarations correctly.

Overall, declarants generated more than 1,171,518 "Data for Declaration" reports while preparing draft declarations, enabling them to use the "Auto-fill" feature.

At the same time, it should be noted that successfully passing automated verification:

  • does not preclude a full verification of the declaration where grounds established by law exist;
  • does not confirm that the information contained in the declaration is complete and accurate;
  • does not entitle the declarant to submit a corrected declaration;
  • does not result in legal consequences, including the initiation of proceedings to establish the declarant’s liability;
  • is informational in nature and serves as an auxiliary tool to help declarants complete future declarations or correct data in state registers if such data prove to be outdated.

It is worth noting that automated verification is carried out by the software of the Register of Declarations through the comparison of information from state registers, databases, as well as data contained in declarations for the current and previous reporting periods. Successfully passing automated verification only indicates that the automated process did not detect discrepancies exceeding 150 subsistence minimums, signs of a conflict of interest, unjustified assets, illicit enrichment, or inaccuracies in the valuation of declared assets.

Failure to pass automated verification may also occur because the declaration:

  • does not contain sufficient information to identify the declarant’s family members or declared assets;
  • contains information that cannot be verified by comparing declaration data with state registers or by applying the relevant algorithms, for example, when assessing possible signs of illicit enrichment or unjustified assets.

Please note that failure to pass automated verification does not indicate that false information has been declared. A conclusion as to whether the declared information is accurate or inaccurate is made only following a full verification conducted in accordance with the Procedure for Conducting a Full Verification of Asset Declarations. Such verification includes assessing the accuracy of declared information, the correctness of asset valuation, the existence of conflicts of interest, and identifying signs of unjustified assets or illicit enrichment.

The NACP is currently continuing to verify declarations submitted for previous reporting periods. At the same time, full verification of declarations submitted for 2025 has already begun.
