NACP joins expert consultations on reforming the defense procurement system according to NATO standards

The National Agency on Corruption Prevention (NACP) has joined expert consultations with NATO representatives on reforming the defense procurement system in line with NATO approaches and practices. The main common goal of the parties is to create a transparent, accountable and efficient national defense procurement system that will be interoperable with NATO. 

The event brought together representatives of the Verkhovna Rada Committee on National Security, Defense and Intelligence, the Ministry of Defense of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry of Strategic Industries of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the Government Office for Coordination of European and Euro-Atlantic Integration, and the Security Service of Ukraine.

As a result of the consultations, the content of Objective IO 0700 "Defense Procurement Reform" of the Comprehensive Assistance Package Roadmap for Ukraine was developed and agreed upon. After approval at the meeting of the NATO-Ukraine Council Defense and Security Sector Committee, the document will be submitted to the Heads of State and Government for consideration during the NATO Summit to be held in July in Washington, DC. The discussion of the content of the institutional interoperability goal was based on the recommendations developed by experts from Ukraine and NATO member states during the Strategic Defense Procurement Review.

All participants of the event joined the discussion and provided professional suggestions to the content of the institutional interoperability goal, which helped to identify further areas of cooperation. Iaroslav Liubchenko, Deputy Head of the NACP, National Coordinator for NATO-Ukraine Cooperation in Building Integrity, emphasized the importance of compliance with the Law "On Prevention of Corruption" and the need to develop an internal control, compliance and risk management system. This is an important condition for the effective and transparent work of the new procurement agencies of the Ministry of Defense. The National Agency will continue its work on the Strategic Review of the Defense Procurement System and the analysis of corruption risks in centralized procurement for the Armed Forces of Ukraine.

The implementation of the developed recommendations and measures will contribute to building a modern, fair and capable defense procurement system for the security and defense sector, compatible with the standards of NATO member states.

The Ministry of Defense has separated the development of procurement policy and its implementation. The Procurement Policy Department has been established within the Ministry, which is responsible for the development of procurement policy. Procurement itself has been transferred to separate agencies - the State Logistics Operator and the Defense Procurement Agency.
