Ukraine and Montenegro deepen anti-corruption cooperation: NACP and ASK sign memorandum of understanding

Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP), and Dušan Drakić, Acting Director of the Agency for the Prevention of Corruption of Montenegro (ASK), have signed a Memorandum of Cooperation to strengthen bilateral relations. The document was signed during the 2026 OECD Global Anti-Corruption & Integrity Forum (GACIF), held in Paris from March 23-27.

The Memorandum provides for the exchange of information, experience, and best practices in the field of preventing and combating corruption, conducting consultations, joint training events, implementing educational initiatives, and exchanging experts. Cooperation will also cover the exchange of information for implementing financial control measures regarding the assets of officials and experience in implementing technical and IT solutions.

“Systemic engagement with European anti-corruption institutions yields practical, measurable results. Like Ukraine, Montenegro is a candidate for EU accession and a leader in fulfilling European integration requirements, particularly in anti-corruption policy. Ukraine, in turn, can share its unique experience in the practical application of anti-corruption tools. Therefore, the exchange of effective practices and operational cooperation on specific cases is valuable both for our path toward the European Union and for long-term bilateral cooperation,” stated Viktor Pavlushchyk.

Ukraine and Montenegro are both members of the Council of Europe’s Group of States against Corruption (GRECO) and the OECD Anti-Corruption Network for Eastern Europe and Central Asia (ACN).

Background: The Global Anti-Corruption & Integrity Forum (GACIF) is an annual event organised by the OECD that brings together representatives from member and partner countries. GACIF 2026 focused on the role of anti-corruption and integrity in driving national competitiveness, innovation, and prosperity.
