100 Days Since NACP Reboot: Key Achievements

April 24 marked 100 days since we initiated the most important stage of the National Agency on Corruption Prevention (NACP) reboot process and engaged new professionals to work in the agency.

These 100 days allowed us to form a basis for developing effective corruption prevention and helped us renew the trust and support of Ukraine’s international partners.

I can confidently say that because of the measures we have taken, the Ukrainian people will positively evaluate the NACP’s work in the near future. And, a new Anti-Corruption Strategy that will be developed this year is another powerful tool that will help NACP identify and address corrupt behavior.

Our team understands the importance of applying the experience of our international partners along the way.

With this letter, I would like to present the most important results of our work during this time and confirm our willingness for further cooperation.


100 Days of the NACP in Numbers


Political Finance

Development of Political Party Report E-register. In partnership with the International Foundation for Electoral Systems (supported by USAID, Global Affairs Canada and UK aid), USAID’s Support to Anti-Corruption Champion Institutions (SACCI) project and the European Union’s Anti-Corruption Initiative (EUACI), we are working on developing software, hardware and necessary cybersecurity measures for a political party report e-register. On July 16, the e-register should be available to users.


Anti-corruption Policy

Organizing Transparent Competition for the Public Council. On April 8, the Cabinet of Ministers adopted a decree proposed by the NACP which allows members of other public councils and public oversight boards of law enforcement agencies to participate in the NAPC’s Public Council competition. This week, the NACP formally announces the competition and begins to collect documents from the Public Council’s potential members.


Corruption Prevention

Enhancing Prevention of Public Corruption. Over the last 100 days, NACP formed a regulatory framework needed for the impactful work of authorized units (persons) in preventing corruption. In partnership with the Transparency International project, Transparent Cities, NACP will begin monitoring those persons’ work in different regions.

Initiating Interagency Working Group for Whistleblower Protection. Participants in the working group are the National Anticorruption Bureau of Ukraine, the Ministry of Justice, the National Police, the State Labor Service, the Legal Aid Coordination Center, EUACI and the USAID SACCI project. The working group will clarify application and policy development from the legislation covering whistleblower protection.

Implementation of International Risk-management Standards. 18 NACP employees underwent Certified ISO 31000 Risk Manager online training organized by the EUACI. ISO 31000 and other international risk analysis standards will be systematically implemented through NACP’s initiative on identifying and assessing corruption risks.


Services for Declarants

We are convinced that most declarants are not interested in illegal enrichment; on the contrary, they are dedicated to making their contribution to Ukraine’s ongoing development and growth.

To make the declaration process easier, NACP has launched the following initiatives:

  • A telephone hotline for declarants;
  • Revising individual declaration specifications;
  • A special filing guideline-driven declaration chat-bot relaunched with an NGO partner;
  • 1,919 declarants participating in targeted trainings; and,
  • A webpage containing 150 frequently asked questions on declaration fillings launched with support of the USAID SACCI project.
